Multi-modal Adaptive Traffic Control System with Performance Analytics: Boudreau Road Corridor The City of St. Albert is moving forward on an Intelligent Transportation Systems (ITS) Strategy and Implementation Plan, partnered with a dynamic “SMART City” strategy – to which both target the application of innovative
technology and data solutions that support enhanced operational efficiency or service quality. The management of the City’s transportation system is a key element of this SMART City approach, and within the ITS Strategy, short-term priority efforts are to focus on leveraging technology to maximize efficiency for network monitoring / evaluation, data / information sharing, and traffic management / operations.
The City of St. Albert is requesting proposals from qualified, licensed and professional sales contractors to provide services to supply, install, integrate and fine tune a complete turnkey deployment of a multi-modal Adaptive Traffic Control System, that offers capabilities of being detection based, performs ongoing corridor and intersection performance analytics along with permanent multi-modal data collection (inclusive of active modes and vehicle turning movement counts with classification) and shall deliver on the operational transition to an Adaptive style of signal control. The system shall be implemented within St Albert, along the Boudreau Road Corridor.
The successful proponent will be responsible for the necessary, viable and cost effective:
• Review of existing field equipment (confirming operational settings and equipment software for optimal performance from the Adaptive system)
• Communication and coordination with the City IT Department (for such things, but not limited to, server requirements, IP addressing, software permissions)
• Communication and coordination with the City Transportation Department for system expectations, output and final settings
o Must be able to work with the existing City of St Albert Traffic Signal Maintenance contractor for field work installations, adjustments and review and confirmation of setups.
• Supply of all required components of the system, inclusive but not limited to:
o Supply and installation of approved software and validation of software and network connectivity
o Supply and installation of necessary detection (working with the City’s signal contractor for assurance of proper installation and setup)
o Supply of any incidental signal infrastructure for necessary support of the Adaptive system, signal detection or count stations.
• Complete system “testing” for confirmation of operations
o This is inclusive of the use of a Signal Performance Measure (SPM) package to capture corridor “pre” adaptive data, as well as an application of the SPM software to report back on “post” adaptive operations, with comparators to give an evaluation of the network system changes effectiveness.
• Provide training to City staff on operating and output reporting from the detection / performance measurement software.
• Complete system support to the City following successful installation and integration
The intent is to engage a firm to provide and install the complete system along the Boudreau Road Corridor; working with the City’s signal contractor for field installations of any signal infrastructure, the organization will provide the package for ensuring a system transition from current signal operations utilizing typical “time of day” signal control to a completely Adaptive signal operation that offers fail safes of maintaining corridor coordination or reverting away from any adjustments to safety parameters of signal control, but is not encumbered by fixed cycle times or offset coordination methodologies.
The system must also provide a multi-modal data collection opportunity; inclusive of ongoing active mode counts and vehicle turning movement counting with classification that is then capable of being reported on in a user-friendly and efficient format. It is anticipated that a new detection system may be required; however, a system that has capability of being integrated within the existing network is preferred.
Prior to implementing the Adaptive operations, the system shall also be utilized with corridor and intersection performance measures to capture and report back on current conditions – setting a baseline for comparison of operations once the Adaptive operations are engaged. Following implementation of the Adaptive operations, the performance measures will be utilized for ongoing recording and reporting back on various levels of service and corridor and individual intersection operations. The system must offer an efficient and user-friendly platform for reporting tools and proactive reporting setup.
For all components of the system (Adaptive operations, detection, multi-modal permanent count stations, and performance measures), there must be an ability to expand upon the system in a wholistic or “staged” fashion to the City’s network.
Creative, innovative, and value-added solutions to the project that will contribute to the enhancement of roadway safety and efficiency is encouraged by the City.
