Fluorosilicone strips and the bonding of the strips

 The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for 0.125" thick fluorosilicone strips and the bonding of the strips to 0.5", thick strips from Stockwell Elastomerics already purchased to support installation of the Flight Deck Thermal Management System (FDTMS). The NAICS code is 325199 and the business size is 1,250 employees. The proposed purchase order is being solicited on a sole-source basis to Stockwell Elastomerics, Inc. The proposed action is for supplies/services to 0.125" thick fluorosilicone strips and the bonding of the strips to 0.5", thick strips, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii).  The basis for restricting competition is for the following reasons: Stockwell Elastomerics, Inc. is the only manufacturer of the 0.125" thick Fluorosilicone strips. Stockwell does not have resellers; therefore, the strips are only commercially available from Stockwell Elastomerics.  The NSWCCD intends to award a firm fixed-price purchase order to Stockwell Elastomerics, Inc. using Simplified Acquisition Procedures.       Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 31 August 2019.  This notice of intent is NOT a request for competitive proposals.  However, the Government will consider all responses received by 08/31/2019.
