1.01     Purpose
The purpose of this Request for Proposal (RFP) # 58819020 is to solicit applications that will enable the Iowa Department of Public Health (referred
to as Department) to select the most qualified applicant to provide the development of public health print advertisements and the placement of print media. The applicant must have the ability to reach statewide target audiences.
The Department is actively working to strengthen our capacity to address health inequities in Iowa.
Health equityis defined as the attainment of the highest possible level of health for all people by achieving the environmental, social, economic and other conditions in which all people have the opportunity to attain their highest possible level of health. This RFP promotes health equity by targeting advertising to various populations across the state. Print advertising often utilizes segmentation for full effectiveness and may target specific race, gender, socioeconomic status, rural or urban living, or other factors.

1.02     Project Period and Contract Term
The project period shall be from September 1, 2019, to August 30, 2025.  
The Department expects the initial contract period to be a three-year term from September 1, 2019, to August 30, 2022. The Department shall have the option to renew the contract at its sole discretion for up to one additional three (3) year terms subject to review of the continuation application, contractor performance and compliance with the terms and conditions of the contract, availability of funds, program modifications, or any other grounds determined by the Department to be in Department’s best interests.
The issuance of this RFP in no way constitutes a commitment by the Department to award a contract.
1.03     Eligibility Requirements
Applicants must meet each of the following eligibility requirements for consideration.
Eligible Applicants
Media and marketing vendors specializing in print advertising placement are eligible to submit an application in accordance with this RFP.  Applicant must be able to place print advertisements both in targeted areas in Iowa as well as statewide placement depending on the needs of the Department. The applicant must also have the means to assist the Department with the creative development of print advertisements.
Electronic Communication Requirements
Applicant is required to maintain and provide to the Department, upon application, a current and valid email account for electronic communications with the Department.
Official email communication from the Department regarding this application will be issued from
iowa.grants@webgrantsmail.com.  Applicants are required to assure these communications are received and responded to accordingly.
1.04    Service Delivery Area
This contract covers print media development and placement services that can reach statewide audiences in Iowa.
1.05 Estimated Available Funds
The source of funding may include federal, state, private, and other funds.
Currently, funds have not been specifically dedicated to this RFP; however, the Department has historically spent approximately $800,000-$1,500,000 annually on print advertising in the prior five years. The Department anticipates up to $9,000,000 available for one award for a six-year time period.  Actual total awards and individual contract funding levels may vary from that listed or funding may be withdrawn completely, depending on availability of funding or any other grounds determined by the Department to be in the Department’s best interests.

Answer: Yes, there is an incumbent vendor for print media advertising.

Q2. Is there a current ad campaign in place?
Answer: The department runs various advertising throughout the year. For print advertising, there is one current placement through the incumbent vendor.

Q3. Will creative development of ads be done in-house or will the vendor create them?
Answer: Typically, ads are already created whether through another vendor, provided by a federal resource or created in-house. However, the successful applicant should have capabilities to provide creative development, if requested by the Department.

Q4. Do you require in person attendance for meetings or is video/phone conferencing acceptable?
Answer: The Department will accept video/phone conferencing; however, in-person meetings are preferred.
