Added:Aug 14, 2019 2:02 pm The Defense Threat Reduction Agency (DTRA) requires the development and implementation of a data architecture that provides for the integration of externally sourced data into an enterprise storage solution. It must be able to receive, store and backup data with a managed data storage system at the Secret and Top Secret/SCI classification environments. The data architecture must enable the integration of a variety of analysis environments to support the development of analytical tools. It must provide for the development of secure portals for outside customers and collaborators to access the data. To do this, DTRA requires the technologies that provide for sophisticated scalable enterprise data storage.DTRA relies on information technology in the development of platforms for specialized analytic capabilities. The Agency requires state of the art technology to uniquely identify, store and manage data in a variety of analysis environments to develop analytical
tools. The potential environments include cloud services, high performance computing environments, and partner-developed advanced network fabric of physical and virtual computing environments. An integrated data architecture that provides controlled access to data and enables and fully supports data interoperability and cross platform integration to perform data analysis is required to meet Agency requirements.The Agency requires the design, purchase, installation (including configuration) and maintenance of all equipment required to implement the requisite data architecture. To ensure overall program success and integration with the existing network architecture, the Agency is seeking a source to deliver the components described above within defined scope, quality, time and cost constraints. In the area of information assurance/security, the source must certify and accredit the acquired information systems in accordance with the DoD Information Assurance Risk Management Framework (RMF) Process. Anticipated delivery of required solution is 12 months from Government approval of proposed design and project plan.A full description of anticipated requirements is as follows:Design an architecture that provides for data collection and archival storage of test data from various data locations and provides for an integrated analytical platform. Design an enterprise storage solution for the data collection and archival storage of test data. Include scalable design to allow for additional storage as needed; Provide for transportable storage system that can be used at test locations to collect and store data and be used as an analytical platform; Provide for the ability to seamlessly move data from the transportable storage system to enterprise storage system; Provide for identical enterprise storage systems at different classification environments and ability to duplicate data between them; Provide cross domain solution that allows for data to be migrated from one classification level to another; Provide for redundancy and high availability.Design an enterprise storage system based on latest technologies. Provide a turnkey integrated enterprise storage system consisting of hardware and software; Provide for collection of data independent of the data acquisition collection system used; Provide for data types that can be a mixture of structured and unstructured; Provide for the ability to manage access to data; Provide ability to uniquely identify, store and manage data in the storage system that enables autonomous operation regardless of connectivity; Provide a system that fully supports data interoperability and cross platform integration; Provide the ability to integrate data from test locations to data center; Allow for the ingestion of historical data from various media types; Allow for the ingestion of data from other sources; Provide maintenance and support on hardware, software, and licensing for at least three years; Include escalation support to get highest level vendor tech support; Provide on-site after hours support for vendor recommended periodic maintenance (or at least quarterly) for at least three years; Provide on-site 3rd level tech support for at least 45 days post GOV acceptance; Provide capability to monitor in DTRA Network Operations and Security Center (NOSC) via existing Spectrum system.Design portals to be compliant with Rehabilitation Act of 1973, Section 508. Develop portals for outside customers and collaborators to access the enterprise storage system with controlled access. Provide for the movement of data from the enterprise storage system to a variety of analysis environments; Provide for users to develop analysis platforms on the enterprise storage system; Provide a flexible and resilient system that supports open systems; Allow the ability to perform real time data analytics at the test location and seamlessly utilize same analytics on the enterprise storage system; Provide capability for secure two factor authentication.Anticipated project deliverables are as follows:Conceptual design and recommendations project plan to be delivered 30 days after contract award. Conceptual design solution must, at a minimum, contain proposed equipment list (including hardware and software) with features, justification for use, services offered, suggested implementation timelines and expected results.Information Assurance Documentation--complete certification and accreditation and information security plan in accordance with applicable government directives."As-Built" diagrams; quality assurance process; testing plan and project management plan; any required vendor warranty, maintenance and support documents.Potential sources must have a current facility clearance (FCL) and maintain an FCL throughout the period of performance. Requisite FCL is up to and including Top Secret. Individuals who work on this effort must have a current TS security clearance with SCI access. Potential sources having the existing capability necessary to assist DTRA in satisfying the above requirements are invited to provide a briefing, in person, demonstrating their capabilities. Information provided in the briefing should detail the organization's experience and expertise in the areas identified above, to include details regarding potential existing solutions and any recommended additions/deletions/revisions to the above requirements. Briefing should include a notional architecture utilizing the latest technologies. Briefings shall also include the following information: company name, address, point of contact (telephone number, email address) business size and small business status (if applicable), facility clearance level, teaming partners and/or major subcontractors. It is requested that the capability briefings be limited to thirty minutes in length (uninterrupted, with questions at the conclusion of the briefing). Due to security requirements, no electronic devices or media are allowed to be brought into DTRA spaces, therefore, briefings must be submitted to Ms. Denise Farris at denise.farris.civ@mail.mil no later than noon on the day prior to the scheduled briefing. Briefings are to be held at DTRA's Albuquerque location (1680 Texas Street, SE, Kirtland AFB, NM 87117) on 21 August 2019. Please contact Ms. Farris for available times.
