The purpose of this Sources Sought is to solicit interest in the design and qualification of the Torpedo MK 54 Igniter (Igniter). The Igniter is an electrically initiated pyrotechnic device designed to activate the startup sequence for a Torpedo MK 54 propulsion system. Provided are the technical requirements for the qualification of the Igniter design:•The Igniter design shall meet the requirements of drawing NAVSEA 7054065, NAVSEA 7054066 Critical Item Performance Specification for Igniter, Torpedo MK 54 MOD 0, and all documents listed thereon.•Conformance to MIL-DTL-23659; The Igniter design shall meet the requirements of MIL-DTL-23659 Class A. This requirement applies to all sections of MIL-DTL-23659 (Initiators, Electric, General Design Specification for) except for where specifically noted in NAVSEA 7054066 Critical Item Performance Specification for Igniter, Torpedo MK 54 MOD 0. The contractor may show by analysis, similarity, or test that an already existing Igniter design is
qualified in accordance with MIL-DTL-23659 Class A that meets the design and performance requirements of drawing NAVSEA 7054065, and all documents listed thereon. The contractor shall submit a report which supports this qualification to the procuring activity for approval.•The Igniter design and construction shall be identical to that subjected to qualification testing and approved for service use by the cognizant government design activity.•All explosive materials used in the Igniter design shall be selected from those explosive materials that are already Navy qualified and listed in Table 1 or Table 2, Section 1 of the List of Explosives for Navy Munitions, SW010-AG-ORD-010.If the performance and design requirements require a non-Navy qualified explosive to be used, this explosive must be assessed for safety and suitability in accordance with NAVSEAINST 8020.5, Qualification and Final (Type) Qualification for Navy Explosives (High-Explosives, Propellants, and Pyrotechnics), and new explosive material qualification data shall be provided to the Navy for review and Navy approval.Request that interested sources provide the following:•Describe in detail your companys familiarity with designing build to specification electo-mechanically initiated devices? Please describe your ability to test and manufacture these devices.•Describe your experience designing and/or manufacturing Initiators in accordance with MIL-DTL-23659.•If the vendor has a viable existing design that meets the qualification requirements listed above.• ROM for the design and qualification of the Igniter.•Estimated period of performance to perform the design and qualification of the Igniter.
