Added:Apr 01, 2019 3:41 pm1.CONTRACT INFORMATION:This contract is procured in accordance with the Brooks Architect-Engineer (AE) Act as implemented by FAR Subpart 36.6.The objective is to provide design services for the Smithsonian Institution Building, SIB, (the Castle), and the Smithsonian Institution's Art and Industries Building, AIB.The North American Industry Classification Code (NAICS) for this procurement is 541310 and the size standard under this code is $7,500,000.This announcement is open to all businesses regardless of size.The contract awarded will be firm-fixed-price.2.SUBCONTRACTING PLAN REQUIREMENTSIf the selected firm is a large business, a subcontracting plan consistent with PL 95-507, PL 99-661 and PL 100-656 will be required with the final fee proposal.A minimum of 40% of the total planned subcontracting dollars shall be placed with small business concerns.At least 15%of total planned subcontracting dollars shall be placed with Small disadvantaged businesses (SDB),
including Historically Black Colleges and Universities or Minority Institutions; 8% with Women-owned small businesses (WOSB); 8% shall be placed with Hub-zone Small Businesses (HubSB); 5% with Veteran-owned small businesses (VOSB); and 5% with Service Disabled Veteran-owned small businesses (SDV). The subcontracting plan is not required with this submittal. Any prime or joint venture found to be officially notified of non-compliance on past contracts and the non-compliance is outstanding will not be considered for this project. Failure to adequately explain reasons for not meeting previous contract goals may result in a lower overall rating and ultimate non-selection.3.PROJECT INFORMATION:This announcement is for the selection and award of an Architect-Engineer Multidiscipline Contract that would provide design support for the renovation of the Smithsonian Institution Building (SIB) and the Smithsonian Institution's Arts and Industries Building (AIB) and construction of support facilities.The current size of the SIB is approximately 110,000 square feet. The current size of the AIB is approximately 175,000 square feet.Objective: To provide design services for SIB and AIB for their complete rehabilitation. The project includes historic preservation, total replacement of all building systems, hazmat abatement, blast and CBR mitigation, envelope improvements including remediation of problems associated with water infiltration (SIB only), window replacements (SIB only), underpinning, reinforcement of building structure for seismic (including base isolation) and blast, construction of a below grade utility plant serving both buildings, and construction of a below grade loading and materials handling facility. This scope of work includes the development of concept design, schematic design, design development, construction documents, and A/E Construction Phase Services during a GMP at Risk construction contract award.Background: The Smithsonian Institution Building (the Castle) is located on the National Mall in Washington, DC.When completed in 1855, the building, designed by James Renwick, Jr., housed all the Smithsonian operations. As each successive Secretary redefined the Smithsonian's mission and managed its growth, the Castle's interior spaces underwent many modifications.The Castle deserves special attention, not only because of its historic architectural and institutional significance, but also because it is the public's doorway to, and the symbol of, the Smithsonian Institution.The Smithsonian Institution Building, constructed of red Seneca stone was listed by the Secretary of the Interior as a National Historic Landmark in 1965, and listed in the National Register of Historic Places in 1966. It is included within the National Mall Historic District.A goal of the revitalization will be to provide efficient and accessible space for visitors and staff and restore the building's principal interior spaces to their period of significance; c. 1900, after years of piecemeal remodeling that has diminished their original proportions and appearance.The Arts and Industries Building (AIB) was designed by Adolf Cluss and Paul Schulze to house the rapidly growing collections of the National Museum; and built between 1879 and 1881. It is the nation's best-preserved example of nineteenth century world's fair or exposition architecture. The building was designated a DC landmark on November 8, 1964; was listed as a National Historic Landmark and put on the National Register on November 11, 1971, and is included within the National Mall Historic District. From 2010 to 2014, the building envelope was revitalized, including structural enhancements, replacement of the roof and windows, and restoration of the masonry exterior. Following installation of interim service systems, the building has been used for special events.The Smithsonian now intends to engage in a full interior revitalization and reopen the building to the public.In accordance with the South Mall Campus Master Plan, completed in 2018, a new below grade service building and loading and materials handling infrastructure will be part of the campus infrastructure and will be a part of the scope of A/E services.Services:The A/E shall provide multidisciplinary architectural and engineering services for the preparation of concept design, schematic design, design development, and construction documents for the complete revitalization of the Smithsonian Institution Building and the Arts and Industries Building, and A/E Construction Phase Services.The multidisciplinary team shall consist, at a minimum, of the following disciplines:Architecture, including Historic Preservation, Landscape Architecture; Mechanical, Electrical, Plumbing and Fire Protection/Life Safety Engineering; Security; Structural Engineering; Civil Engineering; Geotechnical Engineering, Seismic Engineering, Traffic Engineering, Materials Handling, Hazardous materials abatement, Lighting Design, Exhibit Design, Accessibility, Sustainability, Acoustics, Audio-Visual Design, Wayfinding and Signage, Graphic Design, Information Technology, Food Service and Retail Design, Cost Estimating; and all other design and engineering disciplines as may be required for full renovation of structures of this age and significance.In addition, the A/E shall be required to prepare presentations of the proposed designs for review by various bodies including the Commission of Fine Arts (CFA), the National Capital Planning Commission (NCPC), and the D.C. Historic Preservation Review Board.The A/E will be expected to attend and participate in video-conferencing and on-site meetings in Washington, D. C., often at short notice, in connection with the services described herein.The A/E shall also be expected to make any site visits, attend required meetings, and utilize the services of other professional consultants, as required, to execute portions of the services outlined herein including:3.SELECTION CRITERIA.The selection criteria below is listed in descending order of importance:A.Project Team(Firm) Qualifications and Experience1.Professional qualifications necessary for satisfactory performance of the required services:The A/E project team must have the educational and professional qualifications to provide the Services, including registration with the appropriate regulatory and professional entities.A/E team must also have a minimum of (i) three registered architects; and (ii) one registered engineer for every engineering discipline.A/E must also be licensed in the District of Columbia or have obtained reciprocity to provide the Services in the District of Columbia prior to contract award.2.Specialized experience and technical competence in the type of work required:The A/E team, including key project personnel, must demonstrate experience and technical competence in:(i) all disciplines listed underSection 2. Services(ii) the renovation of Historic Landmark Facilities of similar iconic stature to the Smithsonian Castle that included incorporation of seismic reinforcement/isolation, incorporation of anti-terrorist blast mitigation, excavation beneath existing and adjacent structures, (iii) construction phase support services; (iv) experience with external review and approval agencies and processes including:National Capital Planning Commission; U.S. Commission of Fine Arts; NHPA Section 106 review process; D.C. State Historic Preservation Officer (v) experience with construction projects in the range of $100 million and greater; and (vi) experience with multiyear, multi-phased major rehabilitation of similar large and iconic public buildings with multiple funding sources.Firms responding are required to identify clearly the disciplines to be performed in-house and those to be subcontracted; and submit photographs of A/E projects comparable in size and complexity, which have been completed within the last seven years.B.Specialized (Staff) experience and technical competence in museums and cultural facilitiesA/E Key Personnel and project team must have demonstrated experience and technical competence in: (1) the design of facilities of national significance, scope, and prominence equivalent to a museum on the National Mall; (2) National Landmark Properties and the Section 106 review process; (3) cultural and environmentally sensitive sites; (4) educational or cultural facilities; and (5) large civic spaces; (6) planning and execution of intensive focus groups of stakeholders;(7) inclusion of the information from focus groups of stakeholders into the design effort; and (8) experience with others on the project team and on submitted projects demonstrating relevant project experience, and longevity with the firm.C.Capacity to accomplish the work within SI time constraintsThe A/E project team must demonstrate sufficient depth (i.e. size; personnel; capability; flexibility; scheduling; management; and oversight) to assure performance of the services within SI deadlines and time constraints.A phased implementation project with multiple funding sources is anticipated.D.Past performanceThe A/E project team must demonstrate a successful past performance on contracts and in specific, experience with cost control, quality of work, responsiveness and compliance with performance schedules.A proposed Work Management and Design Quality Management Plan shall be submitted with the SF 330 and shall include an organization chart and briefly address management approach, team organization, professional registration, coordination of in house disciplines and consultants; and scheduling procedures.SI will also use other information that is readily available to determine A/E's past performance, including but not limited to: PPIRS, CCASS, and ACASS ratings whether they are for projects named or not.E.Location of the Offices performing the WorkClearly indicate (i) the primary and branch offices where the Services will be performed and detail the staffing for each office; and (ii) any additional offices worldwide.A/E project management team must establish an office within 30 miles of the project site to facilitate communications and meetings with Smithsonian personnel.In addition, provide primary and branch offices where the Services will be performed for each subcontractor and detail the staffing of each office.F.Computer CapabilityA/E and its subcontractors, if any, must comply with the Smithsonian Institution standards for preparation of virtual models, and documentation of drawings and specifications.These standards are available for viewing at the Smithsonian Facilities Architect/Engineer Information Center website at,http://www.ofeo.si.edu/ae_center/index.asp.Required proficiencies include the following:1.AutoCAD 20152.Current version of Autodesk Revit3.Microsoft Office, includingWord, Excel, PowerPoint and Microsoft Project4.PDF editing software - Adobe Acrobat Professional, Bluebeam Revu5.3-dimensional modeling, rendering and animation in specialized software such as Autodesk 3ds, Max, Autodesk Maya, Revizto;6.Building Information Modeling in specialized software: AutodeskArchitecture, Engineering & Construction Collection 2018, Google SketchUp Pro, as well as familiarity with IFC file standards;7.Success Estimator8.Experience with computer aided facilities management software such as Facility Center is highly recommended.9.All documents shall use the Metric measurement system.5.SUBMISSION REQUIREMENTS:Firms capable of performing the services must submit Parts I and II of the SF 330 for the prime and joint venture(s).Part II of the SF 330 must also be submitted for each consultant.In addition, please comply with the following:A.
