TITLE: Detection and/or Identification of Chemicals, Explosives and/or functional groups associated with explosives.This is a Request for Information (RFI) ONLY.The Joint Product Manager, Chemical, Biological, Radiological, Nuclear and Explosive Analytics and Response Systems (JPdM CBRNE A&RS), Aberdeen Proving Ground, MD is conducting market research to identify potential chemicals, functional groups and explosives detection, identification and quantification capabilities. The purpose of this announcement is to gather information on State-of-the-Art Technologies to detect and/or identify potential chemicals and functional groups associated with explosives. These technologies can take the form of the following: handheld, benchtop, and standoff detection constructs. The technologies may include, but not limited to, X-ray Diffraction (XRD), X-ray Fluorescence (XRF), Nuclear Magnetic Resonance (NMR), Ion Mobility Spectroscopy (IMS), Fourier-transform Infrared Spectroscopy (FTIR), etc.
Specifically, the Government is attempting to identify systems that will work within operationally relevant environments and have the ability to detect and/or identify various compounds and explosives. The applicable North American Industry Classification System (NAICS) codes for this RFI are 334516 and 541715. Potential technologies that would be applicable to this notice would have the following features:- Suitable for analyzing for the presence and detection/identification of explosives and/or their functional groups.- Must have the ability to detect explosives and/or the functional groups in either handheld, benchtop, and/or standoff constructs.- Wireless capability would be optional.- Ability to detect and/or identify Chemical Warfare Agents (CWAs) and Toxic Industrial Chemicals and Materials (TIC/TIMs) would be optional.- Capable of analyzing and detecting targets combined in complex environmental samples would be optional.- Ability to quantify would be optional.- Use/or incorporate commercial or Government developed libraries of signatures, based on chemical structure or functional group to detect or identify chemical components.- Has the ability to have novel compounds or functional groups added to a library of signatures.- Have Windows 10 compatibility.- Have File Interoperability and Data Sharing capability.NOTE: JPdM CBRNE A&RS requests that any relevant test reports, manuals, brochures, information papers, and other applicable documents be submitted along with their response to the RFIAll firms responding to this RFI are advised that their response is not a request to be considered for a contract award.
