 Subject:                     RFI - Color Production PrintersIssuance:                   February 19, 2019Closing Date:              March 5, 2019 Closing Time:              2:00 p.m. EST The Request for Information (RFI) as defined in FAR 15.201(e) to obtain information about capabilities and market information for planning purposes.Statement of PurposeThe purpose of this RFI is to gather market research and information about vendor products with maintenance service level agreements, industry standards, and best practices for the production color printing services market.Overview of the Office of the ClerkFor more than 200 years, the Office of the Clerk has supported legislative functions of the U.S. House of Representatives - the "People's House." Over time, the duties of the Office have expanded to include disseminating organizational information and preserving the history of the House. The Clerk of the House manages a nonpartisan organization of nine divisions and about 200
full-time equivalent positions, including staff supporting the House Historian and the Chaplain of the House. With an enduring dedication to service, transparency, and accessibility, the Clerk's Office is committed to supporting House Leadership, Members, Committees, Officers, and staff, and works to provide legislative and historical information to other governmental partners and the public.Under the Clerk of the House purview is the Legislative Resource Center (LRC). The LRC disseminates legislative information and House records to Congressional entities and the public. The Documents and Requisitions section within the LRC provides printing services to support the business needs of the U.S. House of Representatives. Printing services provided support the Immediate Office of the Clerk, House Leadership, Members, and House Committees. Other print jobs may include providing printing services to all Officers of the U.S. House of Representatives and other House administrative offices upon request. High Level RequirementsThe LRC is looking to identify vendors that can provide a production color printer with improved print quality and capabilities over the in-service Xerox C60 color printer.The LRC provides on-demand printing services throughout the legislative session, before, during, and after normal business hours. Vendors should be able to provide on-site product training to Clerk staff.The XC60 is used for full color print jobs and short-run black-and-white publications that require finishing features such as saddle stitch finishing, 3-hole punching, tab printing, or the addition of covers. While the size, volume, and frequency of printing requests vary, almost all requests must be completed and delivered within a short time. Some requests, such as booklets, may require finishing features such as stapling, trimming, inserting pre-printed material, or utilizing various grades of paper stock. Specifically, these requests frequently require the use of matte and gloss paper stock within one print job. The monthly volume for this printer can exceed 10,000 copies per month. When the monthly volume exceeds 10,000 copies, this volume is usually attained due to printing continuously between 6 and 8 hours per day for one to two weeks straight.Response to RFIEach vendor is expected to submit documentation that supports its experience and expertise in the color production printer area. Each vendor must have the capability to provide a twenty-four/seven maintenance service level agreement for the product(s) provided. Each vendor is to accommodate on-site product training.Each vendor responding should indicate whether the product(s) and/or service(s) are available on General Services Administration (GSA) schedule or open market.Responses must be submitted electronically via email to Teneisha.Thompson2@mail.house.gov.  Include "RFI House of Reps/LRC" in the email subject line. No telephone responses will be accepted.  This RFI will be open from the date of release through March 5, 2019 at 2:00 pm EST.This is not a request for proposal, therefore the U.S. House of Representatives / Office of the Clerk is not seeking cost proposals at this time. Issuance of this notice does not constitute an award commitment, nor does it commit the U.S. House of Representatives to pay for any costs incurred in the preparation of comments.
