written solicitation will not be issued.  This combined synopsis/solicitation is issued as a request for quote RFQ N32253-19-Q-0061.  PHNSY & IMF plans to award a firm fixed price contract on an unrestricted basis for the refurbishment and weight testing of 98 weapons handling lashing strap assemblies and refurbishment of 92 weapons handling dolly assemblies.  Submit written offers in accordance with the CLIN structure outlined in the announcement.  Oral offers will not be accepted.   All firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov) by the time of award.The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, who offers the lowest price and considered technically acceptable.    North American Industrial Classification Standard (NAICS) 336611, Ship Building and Repairing and size standard of 1,250 employees applies to this procurement.  The Product Service Code associated with this requirement is J020- Maintenance and Repair of Ship and Marine Equipment.  Quotes are due to this office no later than 16 SEPTEMBER 2019 0700 Hawaiian Standard Time.All inquiries/quotes must be submitted via email to both the primary and secondary point of contact.  The Government is not responsible for telephonic responses to inquiries.
