Joint Standoff Weapon Extended Range (JSOW-ER)

This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement (DFARS) 206.302-1(d). The Naval Air System Command (NAVAIR), Patuxent River, Maryland, intends to issue Sole Source contract(s) to Raytheon Missile Systems (RMS), Tucson, AZ. for the Technology Maturation Risk Reduction (TMRR) and Engineering, Manufacturing and Development (EMD) of an Extended Range (ER) variant of the Joint Standoff Weapon (JSOW) AGM-154C-1 (JSOW-ER). The Requirements for the JSOW-ER includes: extending the range of the existing JSOW C-1 variant while maintaining targeting and performance capabilities, carriage on F-18 and internal carriage on F-35A/C while minimizing any changes to existing aircraft integration and limitations, hardware and software modifications to optimize midcourse and endgame performance for the powered variant of the JSOW, and deployment to the fleet no later than FY23.THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

Responsible, interested parties, however, may identify their interest by submitting a capabilities statement. The Government will consider all information received prior to the closing date of this notice. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any responses received. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."General Information: RMS is the sole designer, developer and manufacturer of the JSOW and, as such, is the only company that has the requisite knowledge, production tooling, facilities and technical data necessary to meet the requirement. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
