DO NOT REGISTER Subject: Z--Notice of Intent to Sole Source Procurement Notification - A-E Services For Engineering During Construction (EDC) Support for the Natural Resources Conservation Service (NRCS) Wetland Reserve Program - ROL Ranch Restoration Plans, Martin County, FloridaUnder the authority of FAR 6.302-1, the US Army Corps of Engineers intends to negotiate on a sole source basis to GESTRA-Stanley Consultants JV, for a contract to conduct Engineering During Construction (EDC) support for Natural Resources Conservation Service (NRCS) Wetland Reserve Program - ROL Ranch Restoration Plans in Martin County, Florida. The contract will be a firm-fixed price Type "C" contract for a period of two (2) years from date of award.GESTRA-Stanley is the Engineer of Record for the plans, specifications, and design of the Natural Resources Conservation Service (NRCS) Wetland Reserve Program - ROL Ranch Restoration Plans. To date,
GESTRA-Stanley has performed design services for the US Army Corps of Engineers. GESTRA-Stanley has also performed Biddability, Constructability, Operability, Environmental and Sustainability (BCOES) support in 2018 under a task order for Bid Phase and Engineering During Construction (EDC) Support for ROL Ranch Restoration Plans. The proposed contract shall consist of providing EDC support services for the construction of the NRCS - ROL Ranch Restoration Project.GESTRA-Stanley is the Designer of Record (DOR) and has performed extensive hydraulic/hydrologic analysis and modeling for this project that is not available from any other firm. The Government would incur substantial duplicate costs, both financially and technically, to develop a new consultant's knowledge base of the NRCS - ROL Ranch Restoration Plans.Interested concerns should contact Remi Eggers at 904-232-1003; (or email at
