Added:Sep 30, 2019 11:20 am U.S. International Development Finance Corporation (DFC) requires services under this non-personal services Contract in connection with its review of Project involves the construction of a new factory, with a daycare center and residential housing. DFC is retaining the consultant to advise DFC regarding the Project's compliance with internationally accepted life and fire safety standards as described in the International Finance Corporation's ("IFC") Environmental, Health, and Safety ("EHS") General Guidelines (April 30, 2007) (the "Applicable Standards").The Scope of Work for the LTA assignment includes review and analysis of construction and technical documents, site inspections relating to life and fire safety, consultations with OPIC regarding the activities described below and delivery of the reports and certifications described below (the "Deliverables"). The LTA shall also perform any other activities or tasks incidental to those described below that
are required in order for the LTA to provide the Deliverables. Work shall also include kick-off calls with OPIC and the Borrower and other calls and email updates as necessary.Services furnished shall be performed by Contractor employees who shall not be considered or treated as Federal employees for any purpose, shall not be regarded as performing personal service, and shall not be eligible for civil service employee benefits, including retirement. The services described herein are not to be used to provide personal services as defined by FAR 2.101 and 37.101.The Contractor is the legally responsible employer and maintains that relationship during the time its employees are assigned to a client. The Contractor is responsible for recruiting, testing, hiring, training, assigning, paying, providing benefits and leave to, and as necessary, addressing performance problems, disciplining, and terminating its employees. The Contractor is also responsible for payroll deductions and payment of income taxes, social security (FICA), unemployment insurance, and workers' compensation, and shall provide required liability insurance and bonding.
