     REQUEST FOR INFORMATION No. HDQMWR-19-I-0008  •1.       INTRODUCTION: This is a Request for Information (RFI) only and does not constitute a commitment, implied or otherwise, that the Commander, Navy Installations Command (CNIC) will take procurement action in this matter. Further, CNIC will not be responsible for any cost incurred in furnishing this information. This RFI is being used to gather market research for CNIC to make decisions regarding providing supplemental staffing to support Navy Children Youth Programs child development and youth recreational programs.  •2.      BACKGROUND: Navy Child and Youth Programs (CYP) provide high quality educational and recreational programs for military and Department of Defense (DoD) children and youth ages 6 weeks to 17 years. Navy CYP's system of care serves 200,000 military children and youth each year via our network of 238 child development and youth program facilities worldwide. Teams of caring, knowledgeable Navy CYP
professionals plan and implement developmentally appropriate programs that are responsive to the unique needs, abilities and interests of children and youth. Our professionals foster a sense of independence, trust and responsibility within each child and youth through understanding and respectful interactions. Through positive relationships, our programs respect and support the ideals, cultures and values of families in their task of nurturing children and youth. Navy CYPs are advocates for children, youth, families, and the CYP professionals within our programs and surrounding communities. Some of the CYP curriculum goals are to build physical development and skills, promote social competence and positive relations with others, and advance creative expression, representation, and appreciation for the arts. In additional to Navy CYP professionals, contract personnel are required to ensure that the Navy CYP mission is fulfilled. •3.      CONTRACTOR REQUIREMENTS:The Contractor shall ensure its personnel are knowledgeable and competent to conduct positive child and youth development services. Processes include, but are not limited to:•·         The Contractor shall use appropriate and available "pre-screening techniques" (not provided by the Government) for selecting personnel to ensure that children and youth are protected. Preferred pre-screening techniques include, but are not limited to: require personnel to complete and sign an application form, verification of all references, and the interview of all prospective personnel to determine suitability.•·         The Contractor shall ensure its personnel observe and maintain reasonable standards for behavior and decorum as required for interactions with children, youth, and CYP professionals and outlined in CLIN 0001.•·         Contractor personnel are expected to dress appropriately for the conditions of service in accordance with current Navy CYP standards. Dress must be appropriate for a physically active environment and must adhere to the CYP codes of dress in regards to contracted employees in compliance with LOSS policies.•·         Contractor personnel will be subject to current Navy CYP background check policies and regulations for contractors. These include Navy-run Installation Records Checks (IRCs), as well as a fingerprint-based Tier 1 or equivalent investigation with additional State Criminal History Repository (SCHR) checks submitted by Navy and conducted through Office of Personnel Management's (OPM) National Background Investigations Bureau.•o   The Contractor shall have a system in place to administer and track the completion of all background check paperwork and processes (hard-copy and electronic) of all personnel.•§  The Contractor must have a Common Access Code to submit required processing paperwork via Navy information technology system. If the Contractor does not have access to the Navy information technology system, CNIC HQ HR POC will coordinate between the Contractor and CSO.•§  While the Contractor may make a conditional offer and begin preliminary arrangements, the Contractor is not authorized to reserve/procure transportation for personnel until all background check paperwork (hard copy and electronic) is received by the Navy CYP Central Suitability Office (CSO), IRCs are returned favorable, applicable investigation documentation is submitted to OPM, and advanced fingerprints are returned favorable, as identified in the supporting Navy information technology system. The Navy CYP CSO will provide verification of receipt of Contractor background check paperwork to the COR.•o   If an individual's investigation is returned with discrepant/derogatory information that requires mitigation, the Navy CYP CSO will disclose the discrepant/derogatory information to the Contractor. The Contractor will then coordinate the collection of any additional information/paperwork from the individual and supply to the Navy CYP CSO within 3 business days.•o   If CSO finds the individual unsuitable to work with children/youth during the course of the investigation, the individual will not be evaluated further for program participation. In such cases, Navy CYP CSO will disclose the discrepant/derogatory information to the Contractor.•o   In the event that an individual's investigation is deemed unsuitable for working with children/youth, the Navy CYP CSO will communicate the necessity of cancelation/termination/removal of the individual from CYP services/placement to the Contractor. It will remain the responsibility, financial and otherwise, of the Contractor to immediately cancel placement/remove/replace the unsuitable individual. The Contractor must adhere to the distinct communication protocol(s) established by Navy CYP HQ. The Contractor shall work with the Contracting Officer Representative (COR) and/or Technical Advisor (TA) to determine the date(s) services will be offered. The Contractor will work with local CYPs to implement services and coordinate logistics (arrival date, base access, ground transportation, lodging, orientation dates, material/supply resourcing, etc.) prior to the arrival of Contractor personnel. Any and all alteration of or new service requests must be approved in advance by the Contracting Officer Representative (COR) and/or Technical Advisor (TA).Program Staff/Interns:Program Staff/Interns must be at least 18 years of age with a high school diploma or equivalent. All Program Staff/Interns must be able to communicate effectively in English, both orally and in writing. Program Staff/Interns shall be subject to current Navy CYP training requirements. Training will be provided by the installation (host) Training & Curriculum (T&C) Specialist. All Program Staff/Interns must be trained to administer basic First Aid and cardiopulmonary resuscitation (CPR).Program Staff/Interns must assist in and/or lead the planning of developmentally appropriate activities, facilitate and/or participate in planned activities, supervise and account for the whereabouts of children and youth, and support and facilitate positive, respectful relationships between children, youth, parents, and CYP professionals. When assigned to work directly with children/youth, Program Staff/Interns must adhere to the applicable Navy CYP child and youth supervision ratios at all times.All planned activities must be mutually constructed by the local CYP professionals and Program Staff/Interns, align to the learning outcomes of the Navy's child development early-learning curriculum and/or Navy Youth Programs (YP) Core Programming Areas. All planned activities must adhere to the Navy YP Programming Operating Manual and Creative Curriculum requirements. All planned activities must be mutually approved by the local CYP Management Team, Program Staff/Interns, and Program Director.Estimated Travel Expenses:A requirement exists for the Contractor to travel to U.S. Navy installations worldwide. The Contractor will be reimbursed for authorized travel expenses made in association with the performance of this contract to include per diem, lodging (when not directly funded by the host installation), airfare, rental car, fuel, and incidental expenses. Travel cost will be reimbursed per the following guidelines:•a.       The Contractor shall submit itemized receipts for authorized commercial transportation, lodging (when not directly funded by the host installation), vehicle rental, fuel, personal vehicle mileage, parking, and incidental expenses upon completion of services. Food/meal receipts are not required.•b.      A fee for profit on travel cost and per diem is NOT authorized.•c.       Commercial transportation is ONLY authorized at the restricted fare rate; not to exceed regular coach rate. Baggage fees are reimbursable up to two (2) bags per authorized traveler. Fees for excess baggage weight are non-reimbursable.•d.      Per Diem and incidental expense rate shall be reimbursed as follows:•1.)    in accordance with DoD published rates for geographic area of travel, which can be found at http://www.defensetravel.dod.mil/site/perdiemCalc.cfm.
