NOTICE OF INTENT TO SOLE SOURCE:This is a notice of Proposed Contract Action under FAR Subpart 13.5. This synopsis is for informational purposes only. The Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) intends to award a firm fixed price sole source procurement to O'Gara Training, LLC, 5180 Parkstone Drive Chantilly, VA 20151 for Defensive & Evasive Driver and Firearms Training. The resulting procurement will consist of a base and one (1) option period:CLIN 0001- (See attached SOW) 4- Day Defensive & Evasive Driver and Firearms Course CLIN 0002 - Option for 2nd Course to be given in Summer of 2020 The Government has determined that no other source has offerings that can meet the requirement. The training course is specifically designed to train EOD operators and Support personnel.The associated North American Industry Classification System (NAICS) code is 611692, Automobile Driving Schools, which has an annual size standard
of 8.0 (millions of dollars). Interested vendors must be registered in the System for Award Management (SAM) at
https://www.sam.gov/portal/public/SAM/. The circumstances permitting Other Than Full and Open Competition is Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy Agency requirements." The intent of this synopsis is to determine if any sources exist, and therefore, no Request for Quote (RFQ) is available. This notice of intent is not a request for competitive quotes. Interested parties may identify their interests and capability to respond to this requirement by 4 November 2019. Any response to this notice must show clear and convincing evidence, that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract action based upon the responses received from this notice is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice.
