Sources Sought Narrative – BARRETTS PEDESTRIAN BRIDGE REPLACEMENTThis is a SOURCES SOUGHT SYNOPSIS and is for informational / market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. No reimbursement will be made for any costs associated with providing information in response to this synopsis or on any follow up information. NO SOLICITATION IS CURRENTLY AVAILABLE.The purpose for this synopsis is to conduct market research to help identify capable, potential sources and to establish if this requirement can be set-aside for small business or other socioeconomic programs to include: Small Business, 8(a) firms, Historically Underutilized Business Zones (HUBZone), Women Owned Small Business (WOSB), Economically Disadvantaged Women Owned Small Business (EDWOSB) and Service Disabled Veteran Owned Small Business (SDVOSB). Those aforementioned programs are highly encouraged to respond.The synopsis
and solicitation, if issued, will be made available on FedBizOpps (http://www.fbo.gov) and FedConnect (http://www.fedconnect.net). It is the potential offerors responsibility to monitor FedBizOpps and FedConnect for issuance of any future solicitation that may result from this Sources Sought Synopsis.The work is located along the Interstate I-15 frontage road near Barretts Diversion Dam, Barretts Station Campground in Beaverhead County, Montana, approximately 8 miles southwest of Dillon, Montana.Work under these specifications consists of the following:1.Remove and dispose of existing pedestrian bridge and footings.2.Furnish and install an 80-foot, single-span, pre-engineered steel pony truss pedestrianbridge.3.Construct a concrete sidewalk ramp on either side of the pedestrian bridge.The estimated range of construction costs for this work is $100,000 to $250,000. The performance period for this project will be 365 calendar days from receipt of Notice to Proceed. The Government is looking for potential small-business contractors with the specialized experience and resources necessary to successfully complete a project of this size, scope, and complexity. The NAICS Code for this project will be 238990, with a small-business size standard of $16.5 Million. If a small business believes they are qualified to perform this project, they shall submit a capability proposal demonstrating their ability to successfully accomplish the various components of work, as described above, for this project.Sources Sought Narrative – BARRETTS PEDESTRIAN BRIDGE REPLACEMENTPotential contractors shall demonstrate their ability to successfully accomplish the various components of work by furnishing a list of (no more than 5) Federal, State, local government, or commercial projects completed within the last 10 years. These past projects must be similar in size, scope, and complexity to the work required under this solicitation. The offeror must clearly demonstrate their ability to successfully complete projects in a timely manner, manage a variety of construction disciplines, and work collaboratively with owners.Projects similar in scope and complexity are defined as work involving the following:1.Remove and dispose of existing pedestrian bridge and footings.2.Furnish and install an 80-foot, single-span, pre-engineered steel pony truss pedestrian bridge.3.Construct a concrete sidewalk ramp on either side of the pedestrian bridge.4.Project coordination, scheduling and implementation at a single site involving multiple itemsfrom item 1 above.The following information shall be provided for each project:1.Name and location of project.2.Description of work.3.Note whether or not offeror was the prime contractor and what portion of the work wasperformed by the offeror and what portion was performed by subcontractors.4.Original completion date and actual dates and duration for each project (includingmodifications).5.Initial contract amount and final contract amount (including modifications).6.Name, address, and phone number of CO/owner/COR/point of contact who may verifyinformation for this project.7.Any problems encountered in performance of the work and corrective actions taken.Failure to provide any of the required information, described above, will result in the contractor being determined to be incapable of successfully performing this project and will be eliminated from consideration. Capability statements must be submitted no later than November 20, 2019@1:00 pm MST. They shall be sent to sgallagher@usbr.gov.
