NOTICE OF INTENT TO AWARD SOLE SOURCEProject Title: FEMA OCCHCO Recruiting Job SiteAnnouncement No.: FEMAWX02708Y2019TThe Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Office of the Chief Component Human Capital Officer (OCCHCO) intends to award a sole source contract to Glassdoor, Inc., Mill Valley, CA 94941. This sole source contracting action is being conducted pursuant to the authority of 41 U.S.C. 3304(a)(1) contained in FAR 6.302-1: Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.This Notice of Intent is not a request for competitive proposals and no solicitation document will be posted for this requirement. However, parties interested in responding to this notice may submit capability statements (no more than 5 pages), including price, with sufficient documentation to establish capability in providing the same or similar facilities/products/services. Font size/style must be 10-point Times New
Roman font for Text, 9-point font in the Arial family for Tables, and 8-point font in the Arial family for Graphics. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the FEMA/OCCHCO program.Office of the Chief Component Human Capital Officer (OCCHCO) requires the expanded commercial item services of a job recruiting website, dedicated to educating and developing talent pipelines, to enhance the Agency's presence nation-wide. Through this service FEMA will increase job seeker awareness by reinforcing the agency's mission, enhancing the agency's branding, and establishing the agency as an employer of choice and leader in emergency management. in accordance with FAR 6.302-1.This service, along with enhanced features such as, a company career page, recruitment resource library, employer branding campaigns, job posting slots, job recommendation features, and candidate resume pool, will be required for a 16-month period. The first four (4) months will be a pilot period. Following the pilot period, FEMA will enter into an annual twelve (12)-month contract. Through brand metrics and profile activity monitoring, this service will increase job seeker traffic and enable FEMA to engage, educate, and recruit informed experienced emergency manager professionals in support of FEMA's mission.Job Website Requirements:• Access to a database of 68M+ unique monthly active job seeking candidates• Ability to customize job slots through service provider's candidate automated tracking system (ATS)• Ability to access service provider's resume database• Ability to automatically post FEMA jobs from USAJobs• Custom company profile page with detailed analytics• Algorithm that matches candidates to FEMA jobs posted on USAJobs• Ability to highlight updates, branding campaigns, information, tips and resources to educate a diverse database of professionalsThe NAICS code for this action is 561311. This requirement will be procured under the guidelines of FAR Part 12 Commercial Items/FAR Part 13 Simplified Acquisition Procedures. All capability statements received by the closing date of this notice will be considered by the Government. A determination by the Government to or not to initiate a competitive solicitation based on responses received is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement.
