The County of Santa Clara (County) is seeking proposals from qualified vendors to provide a Low Code Development Platform with implementation, associated training, maintenance and support services for County’s Technology Services and Solutions (TSS) department.
This platform is meant to save County time in the development of mobile and web applications and to reduce the skill level required for County to build mobile and web applications rapidly. The platform will also allow for application deployment, management, reporting, and collaboration.
The proposed solution must be a proven base system. The County is not interested in beta systems or purchasing professional services to design and develop a system. The integrated solution must meet the technical, business and functional requirements as

The County will only consider a Vendor Hosted Solution. Vendor Hosted Solution is also termed
interchangeably as SaaS (Software as a Service) or CSP (Cloud Service Provider).
This Request for Proposals (RFP) is intended to result in a single award for an initial term of three (3) years with County option to extend for additional two (2) years, unless terminated earlier or otherwise amended.
The County will hold a pre-proposal conference on the date and time specified in Section III.A of this RFP. For those unable to attend in person, a teleconference line will be provided. Attendance in the pre-proposal conference is highly recommended.
THIS RFP SOLICITATION REQUIRES ALL PROPOSALS TO BE SUBMITTED ELECTRONICALLY THROUGH BIDSYNC. NO PAPER, EMAIL OR FAX SUBMISSIONS WILL BE ACCEPTED.
