The project is funded by the GoJ direct cash contributions (otherwise referred to as Mamizu funds).The work for this project includes, but is not limited to, construction of two six-story bachelors enlisted quarters (BEQ) building complexes with shallow spread footing foundations and reinforced concrete walls, framing, and roof. Each BEQ complex consists of a BEQ tower; a community core building that includes laundry facilities, a duty office and duty bunk room, vending machine area, multipurpose room, public restrooms, and a multi-function room; a utility building housing an emergency generator, fire pump, and HVAC equipment, and a wash down and drying area.The BEQ towers provide 300 rooms for unaccompanied E1-E5 personnel. The BEQ towers include vestibules, elevators,
mechanical/electrical rooms, janitor closets, telephone/communication rooms, and an attic.NAVFAC Pacific is the Department of Defense Executive Agent for construction on Guam and is the designated construction agent. By furnishing any submittal or proposal, the offeror acknowledges that their submittal or proposal may be shared with GoJ officials who may be observing the evaluation process.A pre-proposal site visit is anticipated on July 2, 2019 at 9:00 a.m. Chamorro Standard Time. The pre-proposal site visit is to provide Offerors with an opportunity to familiarize themselves with the job site and conditions to be encountered.Bus transportation is being arranged for this Site Visit. Consequently, THE NUMBER OF ATTENDEES SHALL BE LIMITED TO TWO (2) PEOPLE FROM EACH COMPANY. Offerors interested in attending the preproposal site visit may be required to submit the attached (1) Request for CBADGE Form – list attendees in alphabetical order by Last Name, (2) Naval Base Guam Explosives Safety Kilo Wharf Hazard Brief – required for each attendee, (3) Naval Base Guam Explosive Safety Naval Munitions Site Hazard Brief – required for each attendee, and (4) Request for Camera Pass Form – list attendees in alphabetical order by Last Name. All completed forms (attached to this Synopsis) shall be submitted to Adele Murakami at adele.murakami@navy.mil on or before June 11, 2019, 2:00 p.m.Hawaii Standard Time. Site Visit attendees will meet at Top of the Mar to board the bus.The estimated dollar value is between $250,000,000 and $350,000,000. The North American Industry Classification System (NAICS) Code is 236116 New Multifamily Housing Construction (except For-Sale Builders) and average annual receipts of $36.5 million over the past three years. This procurement is being advertised on an UNRESTRICTED basis, inviting full and open competition. This is a lowest-price technically acceptable source selection procurement requiring the submission of both non-price and price proposals. Proposals submitted in response to this solicitation shall be in the English language and in U.S.dollars.Contract award will be made to the responsible offeror whose offer, conforming to the RFP, is determined to be the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-price factors.
