Base, 6th Combat Training Squadron. This Request for Information (RFI) is issued for informational and planning purposes only. A draft Performance Work Statement is attached. The information will be used in conducting market research to identify qualified, experienced, and interested potential sources.The JTAC CCAS Training contract will be a non-commercial Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for Close Air Support (CAS) training services. The purposes of the CAS sorties is to support Joint Terminal Attack Control (JTAC) Qualification Course (QC) students and instructors with live aircraft controls. Aircraft support will be conducted within the continental United States (CONUS). The Contractor's responsibilities will consist of operating, maintaining, and performance of tactically-relevant aircraft for CAS sorties in support of training for the 6th CTS. For the purpose of this requirement, tactically-relevant aircraft are aircraft may include but are not limited to the Alpha jet, A-4, L-39, L-59, BAC-167, MB-339, L-159E, AT-6, A-29 Super Tucano, TMK1 Shorts Tucano or other derivative, IAR 823 Brasov, SIAI-Marchetti SF260, or OV-10. The Contractor shall attend and conduct face-to-face mission briefs and de-briefs. The Contractor shall also provide training and feedback to 6 CTS staff and students to facilitate 6 CTS training. Task orders will provide a vehicle for execution of Live and Dry CAS services. Dry services will not employ any munitions while Live will employ BDU-33 drops and a strafe mission. The 6th CTS anticipates flying Live 500 hours a year and Dry 350 hours a year.This will be a Full and Open Competition with a Small Business set-aside. The North American Industry Classification System (NAICS) code for this requirement is 611512, Flight Training, with a small business size standard of $30M. The Government intends to award one contract under this program. Upon successful award of a contract, the Contractor must make their facilities, aircraft, and operations available to inspection to the United States Government (USG) Technical Airworthiness Authority (TAA) for review. Contract performance is on condition upon the acceptance of risk and the issuance of a Military Flight Release (MFR) and placed under a Public Aircraft Operation (PAO).The planned period of performance will include one base year ordering period, and four one-year options ordering periods. The clause 52.217-8 - Option to Extend Services will be included in the solicitation allowing up to 6 months of additional services. The Government expects to make an award about the second quarter of FY20.
