This is a notice issued on behalf of the National Institute of Health (NIH), Office of Acquisitions, Division of Technology and Platform Development, All of Us Research Program, UNITED STATES.This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. There is no solicitation available at this time.The purpose of this notice is to obtain information regarding: (1) the availability and capability of all qualified sources to monitor and service Instruments and Equipment. These services are commercially available; (2) All small businesses to include: HUB Zone; Service-disabled, Veteran-owned; 8(a); Veteran-owned; Woman-owned; Small disadvantaged businesses; and (3) the size classification according to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your response to the information requested will assist the Government in determining the appropriate acquisition method, including whether a
set-aside is possible.The NAICS for this requirement is 541990 - $15 Million.Included in this Sources Sought Notice is a description of the "Objective" and "Scope" of the draft Statement of Work.Responses must reference 75N98019R00008 and include the following:(1) Name and Address of the vendor,(2) Size and type of business(3) Point of contact with name, title, phone, fax and email,(4) DUNS number,(5) Vendor's capability statement (no more than 15 pages) addressing the draft Statement of Work.(6) List of organizations to whom the same or similar types of services have been previously provided to include contract number, dollar value, name, and the phone number of the Contracting Officer,(7) Applicable Product/services list.ALL INFORMATION SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT MUST BE RECEIVED ON OR BEFORE THE CLOSING DATE OF MARCH 6, 2019 at 3:00 PM EST.Please submit Capability Statements through email (brownant@mail.nih.gov).All questions and/or comments must be in writing and emailed to Mr. Anthony R. Brown at brownant@mail.nih.gov. Comments and questions will NOT be answered, but will assist in creating a solicitation for this requirement._________________1. The Period of Performance shall be one (1) year from the date of award plus Three(3) Option years.2. OBJECTIVEThe objective of this Statement of Work (SOW) is to acquire research, analysis, data science, and other professional and scientific and technical subject matter expertise services to support the Division of Technology and Platform Development, All of Us Research Program, National Institutes of Health. The professional services will include, but are not limited to: strategy development, planning, analysis, engineering, design, development, documentation, implementation, and operation and maintenance support for projects in all stages of their life cycle. The work requirements also include activities related to product, project, and program management, administration, technical research and analysis, system documentation, requirements gathering, end-user training, operational support for specific information system applications, and other related IT applications and analysis support activities.3. SCOPEIndependently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government, as needed to perform task assignments at the direction of the Contracting Officer's Representative (COR) in the Task Areas specified below.4. TASK AREAS4.1. Program ManagementPoint of contact: The Contractor shall provide a program manager to be the principal point of contact for activities under this SOW. The contract's program manager will receive direction from the COR and then delegate assignments, as necessary. For each assigned task, the Contractor shall provide appropriately qualified staff to provide program management, budget control and reporting, as required. It is the contractor's responsibility solely to manage, monitor and report progress on all task assignments under this SOW. This task is largely to fulfill business functions of the company related to the contract.Oversight: Program management activities shall also include staff direction, quality assurance and quarterly program reviews. The Contractor shall be knowledgeable about and provide the technical and functional activities necessary for the management of this SOW and resulting task assignments. The program manager is also responsible and accountable for the data quality control and data validation plan. The plan must contain SOPs, policies, and processes for assessing data quality and validating that data are correct, complete, accurate, and available at all times.Status reports: On a monthly basis, the Contractor shall providethe COR with a brief written summary of all activities, their status, and expected activities for the upcoming month. The Monthly Project Status Report shall include a list of all task assignments performed the previous month, open issues and recommended solutions, and plans for the next reporting period.4.2. Phase-Out Plan (Optional)In the event the Government re-competes the requirements of this SOW and prior to completion of this Delivery Order's period of performance, the Contractor shall, at the Government's option, provide the Government with a Phase-Out Plan that shall ensure an orderly and successful transition of the remaining tasks to a successor contractor should the incumbent Contractor not be selected during the re-competition. As part of the Phase-Out Plan, the Contractor shall adequately train the successor contractor's employees following any re-competition of the requirements specified in this SOW.4.3. Product and Project Management SupportProduct management support: The Contractor shall support efforts to coordinate cross-functional teams of engineers, UX and visual designers to focus on the product line that fulfills the All of Us Research Program's goals of creating transparency around enrollment success metrics, easily facilitating recruitment and progress through the participant consent and enrollment process, and making the data available back to the participant and to the research community at large. Support services include, but is not limited to, the following:• Developing product strategies that align with the program's mission and communicating those strategies to relevant stakeholders.• Translating product strategy into user stories and prototypes, including producing concise and clear product documentation.• Providing prototype or mock-up of system applications that would allow users to interact with and visualize their data.• Working closely with user experience (UX) teams to incorporate user research into product decisions; continually staying updated on changes to user habits, preferences, and behaviors and their implications for successful delivery of the All of Us platform.• Using data to make product recommendations.• Visiting customers to solicit feedback on products and services.• Providing advice and consultation to the scientific and research community in applying new and improved systems and technologies that will enable scientists and researchers across a broad spectrum of specialty fields to significantly advance both basic and applied biomedical science research.• Communicating computer science principles, concepts, and methods to scientists and researchers in facilitating the adoption of new systems and technologies that support a broad range of research protocols.Project management support: The Contractor shall support various Division of Technology and Platform Development team efforts to specify, develop, manage, administer or review projects in support of the All of Us Research Program. Support services include, but is not limited to, the following:• Applying new project management methods to meet complex business requirements and resolving conflicts and issues as they arise.• Preparing and documenting project plans for each track of work on projects, including requirements, testing, development, and project management.• Preparing plan presentations for executives, project teams, and other project stakeholders.• Preparing system implementation plans.• Providing regular status updates as agreed to with CTO.Requirements gathering support: The Contractor shall support efforts to define, prioritize, and manage requirements. Support services include, but is not limited to, the following:• Meeting management and facilitation.• Researching and advising management on requirements best practice approaches.• Preparing requirements planning documentation including validated, tailored approaches that take into account best practices as well as NIH program realities.• Working with user groups, including grantees, NIH Institutes, subject matter experts, and stakeholders, to define and prioritize system requirements.• Working with the development teams to define development and testing strategies.• Performing requirements analysis in the software development life cycle model.• Eliciting high-level goals early in development.• Documenting and modeling requirements with diagrams such as data-flow diagrams that can explain how a system behaves.4.4. Business Process Improvement SupportThe Contractor shall support efforts to apply business process improvement methodologies in order to identify opportunities for process improvement initiatives and organizational change processes. Support services include, but is not limited to, the following:• Working in collaboration with staff to develop a technology strategic plan and roadmap.• Working with the CTO to identify, select, and align business process improvement projects to strategic objectives.• Implementing administrative improvements and workflow automation, establishing an agile IT platform that is scalable to meet the needs of large organizations, highly distributed business operations, and diverse user communities.• Understanding the broad business drivers and strategic vision of the organization as part of defining technical requirements and assessing appropriate tools and technologies to provide business intelligence and performance metrics for effective decision-making.4.5. System Testing SupportThe Contractor shall support efforts to define, manage, and implement system/software testing. Support services include, but is not limited to, the following:• Developing test plans for systems produced.• Researching and advising management on system testing best practice approaches.• Preparing test-planning documentation including validated, tailored approaches that take into account best practices as well as NIH program realities.• Implementing test cases in coordination with development team iterations.• Working with development teams to define test cases, log system errors, and validate error fixes.4.6. System Architecture Design and SupportThe Contractor shall support various project efforts to establish system architecture and recommend architectural decisions and implementations. Support services include, but is not limited to, the following:• Providing approaches to capture, store and present complex data for analysis by researchers and program staff.• Extracting useful relationships from data sources and/or data warehouses that may point to a potentially new and useful knowledge that was hidden in the data.• Supporting and assisting project team management in defining, documenting, and publishing architectural components.• Providing technical support to development and project management teams.• Evaluating new and existing software products from third parties for their relevance and use.• Working with technical partners, third party organizations, and vendors to leverage existing technologies and tools in research.4.7. Scientific Research and AnalysisThe Contractor shall support efforts to apply computational biology, data science and statistical expertise to the qualitative and quantitative scientific analysis of data collected by the All of Us Research Program. Support services include, but is not limited to, the following:• Conducting primary research to validate data already collected and/or published.• Supporting knowledge exchange with other entities for effective use of analysis resources.• Actively participating in activities such as tactical and strategic planning efforts for tool and process enhancements.• Developing and writing articles and communicating findings through conference presentations, scientific publications, and project reports.This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Information received will also be considered for the purpose of determining whether sufficient businesses within any of the socio-economic programs possess the capability to fulfill the Government's requirement and to ensure competition if a set-aside acquisition situation occurs.
