Synopsis: This notice is a Notice of Intent (NOI). This notice is published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring dissemination of information regarding proposed contract actions. This is a Notice of Intent to award a Sole Source Firm-Fixed Price Contract under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b) - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements and is not a request for competitive quotes. The Department of Veterans Affairs, Employee Education Services intends to award a firm-fixed price sole source contract to The Emergency Nurses Association, 930 Woodfield Road, Schaumburg, IL 60173. This contract will include: 1. Title of Contract: Trauma Nursing Core Course (TNCC) Curriculum. 2. Scope of Work: The contractor shall provide all manpower, resources and materials necessary to the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), through
the Employee Education System (EES), to purchase provider and instructor course fees, instructor on-line modules, books, tests and scantron forms required to conduct the Trauma Nursing Core Course at the VHA National Simulation Center and to virtual course sites at VAMC s located within the United States. 3. Background: The TNCC course curriculum, skill stations, and certification is copyrighted by the Emergency Nurses Association (ENA). Specific TNCC certification is required for most nurses working in VAMC Emergency Departments across VHA. The purpose of Trauma Nurse Core Course is to teach Registered Nurses core level knowledge, assessment and psychomotor skills, which are defined as central or key elements of the multidimensional processes involved in the initial assessment and management of sick or injured patients. TNCC provides a foundation for integrated communication and collaboration in identifying and treating the sick or injured. The intent of TNCC is to help the nurse develop a rapid and accurate approach when caring for the ill or injured patient. TNCC consists of lectures, hands-on psychomotor skill stations and interactive online learning. TNCC is based on the nursing process, which is emphasized through the components of the course. A variety of learning methodologies are incorporated into TNCC, including online, a textbook, interactive lecture, hands-on practice and case-based learning. This program will promote systemwide qualified clinicians that are trained in the knowledge and assessment skills to care for injured patients at VA medical facilities. Providing TNCC training and certification promotes VA in moving towards a High Reliability Organization. The system that is incorporated in ENA s TNCC course and materials will place VA in a unique position of being the best approach to assist VA and its patients in improved care to injured patients. 4. Period of Performance: The period of performance shall be for one year from the date of contract award. 5. Place of Performance: The course is conducted by ENA SimLEARN credentialed instructors at the VHA National Simulation Center in Orlando, Florida and to virtual course sites at VAMC s located within the United States. 6. Type of Contract: The Government anticipates award of a Firm Fixed-Price contract. 7. General Requirement & Task: The purpose of the contract is to obtain provider and instructor course fees, instructor on-line modules, and provider and instructor course manuals for the Trauma Nursing Core Course (TNCC). Items included in contract action: 385 provider course fees for TNCC provider courses offered a the VHA National Simulation Center as well a virtually to 18 additional VAMCs. 385 eight edition provider course manuals for TNCC provider courses offered a the VHA National Simulation Center as well a virtually to 18 additional VAMCs. 20 instructor course fees for TNCC instructor courses offered a the VHA National Simulation Center. 20 on- line instructor modules for TNCC instructor courses offered a the VHA National Simulation Center. 20 eight edition provider course manuals for TNCC provider courses offered a the VHA National Simulation Center.
