The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-04 dated August 07, 2019. This solicitation number W91ZRS-19-R-0028 is for the Connecticut Army National Guard (CTARNG). The USPFO for Connecticut intends to award a Firm-Fixed Price contract for Red Dye Diesel Resupply Service. This request is due by 30 September 2019 at 12:00 p.m. (Eastern Time). This solicitation is 100% Set Aside for Small Business. The North American Industry Classification System (NAICS) code for

this acquisition is 324110 -Petroleum Refineries. The small business size standard is 1,500 in number of employees.CTARNG intends to make awards for the provision of Bulk Red Dye Diesel Fuel. We require the regular delivery of bulk diesel fuel within two days of notice. The Estimated Annual Usage of diesel fuel is 20,000 gallons. The period of performance will be one year with 4 additional option years. This solicitation is Set Aside for Small Business. Please register under NAICS code 324110 for this solicitation. Vendors registered under Sector 42 - Wholesale Trade, will not be considered for award. Each vendor is required to be registered with the System for Award Management (SAM); information can be obtained at www.sam.gov. CTARNG will award to the responsible vendor(s) whose offer is the most advantageous to the Government. The Government reserves the right to utilize the Government purchase card for all purchase which totals less than $10,000.00. Can you provide a rough estimate of qty to be delivered at each location and timing? Will it be 20k in 1 delivery or over the course of a year?A1. The delivery date is 12 September 2019 for 1,500 gallons delivered at 590 Woodruff Street,Southington, CT 06489. This is just for quoting purposes. You will not be delivering this.The 20,000 gallons per year is the estimated total for the year. This will be divided among all the vendors on the BPA. Estimated deliveries per year is 3 to 5.
