The City of Panama City Beach hereby solicits
sealed proposals for
Parks and Recreation Beverage Vending and Pouring Rights which must be reasonably equivalent to the certain specifications and requirements set forth by the City in connection with this Notice.
Sealed proposals will be received until
1:00 p.m. Central Time, Tuesday December 3, 2019 at the City of Panama City Beach City Hall
Annex, 110 South Arnold Road, Panama City Beach, Florida 32413 and will be opened and publicly read immediately thereafter. ALL PROPOSALS MUST BE RECEIVED ON OR BEFORE THE ABOVE TIME AND DATE. The City will in no way be responsible for delays in mail delivery or delays caused by any other occurrence or proposals delivered to any other locations.
1. General Information
1.1 The City of Panama City Beach has a population of 13,065 (U.S. Census Bureau, 2018 Estimate). Along with the City's many full-time residents the City attracts over 17 million visitors per year who frequent the
City's Parks and Recreation Facilities, the "World's Most Beautiful Beaches" and many other attractions.
1.2 The City is tax exempt and a copy of certificate of exemption is attached as Exhibit A.
1.3 The City's Parks and Recreation Department oversees vending and concessions at its Facilities, which are among the City's most popular destinations. Frank Brown Park hosts 3 full-service concessions
stands and 6 vending machines. The City also owns multiple service opportunities on one of the City's most heavily traffic areas, the City Pier, with its kiosks, beachside restaurant "Hook'd" and Half Hitch
Tackle Shop. The full list of available properties is listed in section 6.2.3 and 6.3.6., Beverage Vending and Pouring Rights for the City Pier kiosks, Hook'd, and Half Hitch Tackle will take effect on January 1,
2021 and continue through the life of the resulting Contract. Pictures of the proposed locations are incorporated as Exhibit B.

1.5 All requirements and conditions set forth in this RFP shall be incorporated into the contract between the City and the selected firm unless expressly provided otherwise by the contract.
2. Qualifications
Firms must meet the following qualifications:
2.1 Currently manufacture or distribute a range of carbonated and non-carbonated natural or artificially flavored non-alcoholic sodas, fruit juices, cold teas, bottled water, and sports and energy drinks.
2.2 Have a minimum of 5% national market share of carbonated soft drink sales.
2.3 Have at least five (5) years' experience providing vending and beverage pouring rights to municipalities or other public entities.
2.4 Have sufficient presence in Northwest Florida to permit prompt, efficient, and continuous provision of beverage vending rights to the City of Panama City Beach.
3. Proposal Delivery 3.1 Submission of a proposal indicates acceptance by the bidder of the conditions contained in this request for proposals, unless clearly and specifically noted in the proposal submitted and confirmed in the contract
between the City of Panama City Beach and the bidder selected.
3.2 Proposals must be submitted upon the form contained in the Specifications together with any attachments or addenda as may be contained therein.
3.3 Copies of the specifications may be obtained from the Parks & Recreation Office at 16200 PCB Parkway or on the City's Website at www.pcbgov.com. The point of contact for obtaining specifications is Cheryl
Joyner, email address cjoyner@pcbgov.com. No specifications will be issued to suppliers later than seventy-two (72) hours prior to the time indicated above for receiving bids.
3.4 All proposals must be in writing and submitted as one (1) original and six (6) signed copies. The original response shall contain the original signature of the authorized person signing the proposal.
3.5 Failure to include the original and all signed copies may be grounds for rejection of your proposal without further evaluation.
3.6 All Bids shall be submitted in an envelope clearly marked "Sealed Bid- Panama City Beach - Parks and Recreation Beverage Vending and Pouring Rights".
3. 7 All information and submittals requested shall be in hard copy form and included in the Proposal. Proposals shall not refer the City to electronic media such as websites in order to obtain required
information or submittals.
3.8 All Proposals shall be firm for a period of 60 days after opening.
3.9 The City reserves the right to (1) reject any and all Proposals, (2) to waive any informality in bids received, or (3) to award the contract to a bidder other than the highest bidder should it find that the highest bidder
does not offer the reliability, quality of service or product afforded by such other bidder. Where a bid other than the highest bid is taken, the City Council will state the reasons upon which such award was made.
All bidders shall comply with all applicable state and local laws concerning licensing, registration, and regulations of businesses in the state of Florida.
4. Intent and Scope The City of Panama City Beach is seeking sealed proposals from qualified, financially sound, and responsible firms that will be used to select a firm to provide defined Beverages to the City's Park and Recreational
Facilities per the attached specifications. This partnership will provide financial support and generate additional revenue to the City of Panama City Beach in exchange for the exclusive rights to include 100%. of
the pouring rights and 100% of the beverage vending.
The Scope of the Request for Proposal is for Beverages on City property under the direction of the City's Parks and Recreation Department. Contracts shall be required to pour the products of the selected firm as a
result of this Request for Proposal. The Vendor shall be required to deliver to the various locations and appropriately restock and merchandise the product. The goal of the RFP process is to increase existing, and
generate additional revenue streams to the City. This will be accomplished by establishing long-term relationship with Vendor that will be mutually beneficial to both parties.
The Contract resulting from this RFP shall be for a term of three (3) years beginning January 1, 2020 and ending December 31, 2022 with an optional renewal for two (2) additional years.
