Department of Veterans Affairs VA Law Enforcement Training Center (LETC) Personal Defense Weapon/Submachine Gun Testing Workshop Request for Information (RFI) The purpose of this modification is to extend the response time from 2/22/2019 to 3/31/2019. All other terms and conditions remain unchanged. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This is not a solicitation and there will be no resulting contract/ order as a direct result of this RFI. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government. A. BACKGROUND: The Veterans Affairs Law Enforcement Training Center (VA LETC), located in North Little Rock, Arkansas, is under the leadership of Dr. James Ward, Director. The LETC provides professional training for all VA Police Officers. Through its Enterprise Fund activities, the LETC also provides training services to other Federal law enforcement agencies. Working under the LETC are four divisions; the
Academic Programs Division, Technical Programs Division, Advanced Programs Division, Finance Division and the Training Standards Division. LETC is a suborganization of The United States Department of Veterans Affairs, Office of Security and Law Enforcement (OSLE) OSLE provides law enforcement oversight for the U.S. Department of Veterans Affairs Police Services nationwide, and is responsible for the Executive Protection of Presidential Cabinet Level Dignitaries, and other personnel as the need arises. B. PURPOSE: The LETC is requesting information on Personal Defense Weapons (PDW)/Submachine Guns (SMG)/in calibers appropriate to the platform in anticipation of the future acquisition for the Office of Security and Law Enforcement (OSLE) Executive Protection Service Detail Officials. The purpose of this Request for Information (RFI) is to provide manufacturers and dealers with sufficient information regarding the LETC requirements. The information provided by manufacturers and dealers will be used to determine which PDW/SMG(s) meet the minimum requirements of the LETC. The LETC plans to acquire PDW/SMG(s) meeting the requirements listed in section C for testing and evaluation. It is agreed and understood that Responses to this RFI and subsequent testing and evaluation process and documentation are working documents while they are under consideration and are not subject to Public Record laws. Only communication initiated and requested by the LETC is permissible. Any form of communication by any respondent (or any of its representatives or agents) is prohibited with the LETC staff during this evaluation process and may result in the Respondent being removed from testing and evaluation process and further consideration. The LETC may request demonstrations of products and services. C. TESTING / SPECIFICATIONS: In order to ensure an extensive PDW/SMG platform testing, the VA LETC is requesting interest from PDW/SMG manufacturers that wish to submit and provide respective weapon examples. PDW/SMG platform samples provided will be tested in accordance with FBI weapon testing protocols through the specific duty weapon platforms available to VA Law Enforcement Personnel. PDW/SMG platform samples proposed and provided by manufacturers for testing should meet the following specifications listed on Attachment A: Prequalification Form. D. INTENTIONS: RFI responses must be received no later than 12:00 P.M., 3/312019. RFI responses should be: Emailed to William Rush, William.rush@va.gov E. PREQUALIFICATION PROCESS: Manufacturers providing a test and evaluation PDW/SMG platforms/in calibers appropriate to each platform for the workshop should complete the attached Prequalification Form and email to William Rush at william.rush@va.gov prior to 3/31/2019 / 12:00 P.M. Upon receipt of the Prequalification Form, the Government will review the proposed sample to ensure it meets the weapon specifications above and will provide notice to each submitter indication whether the proposed weapon/or ammunition sample is acceptable for the workshop along with rationale if the sample is rejected. If VA accepts the proposed weapon and/or ammunition sample as adequate for the purposes of the Testing and Evaluation Workshop, it will provide specific details regarding the dates of the workshop and any additional shipping instructions to the submitter.
