Project Overview Minnesota State is requesting proposals from non-profit professional organizations that offer resources and development opportunities (e.g., workshops) to support institutions delivering online/hybrid education.The selected respondents will operate under a systemwide master agreement, allowing individual colleges, universities, and system office within Minnesota State to benefit. Requirements The resources and development opportunities provided by respondents should include the following items. Quality Standards and/or Rubrics - Provide comprehensive quality standards and rubrics specifically tailored to the delivery of online and distance education and auxiliary services including aspects such as course design, instructional delivery, learner supports, and assessment. These quality standards/rubrics should have guidelines and examples of how institutions could provide regular and substantive interaction like meaningful interaction, real-time communication, feedback,
and engagement. Faculty Development and Training - Provide "self-service" and/or scheduled professional development opportunities focused on online/hybrid teaching which includes the topics listed below. • Course Design and Redesign • Accessibility and Universal Design • Assessment and Evaluation • Data Privacy and Security • Academic/Instructional Technologies Certifications and/or Recognition - Facilitates external reviews of institutions that meet quality standards aligned to national accrediting bodies. Collaboration and Networking - Facilitate networking opportunities for educators, instructional designers, and institutional administrators through forums such as conferences, webinars, etc. to foster collaboration and knowledge sharing. Disseminate information such as changes to requirements for accredited higher education institutions delivering online/distance education. Evaluation Factors The following factors and their identified weight will be used to evaluate the responses: 1. Quality Standards and/or Rubrics – 20% 2. Faculty Development and Training – 20% 3. Certifications and/or Recognition – 20% 4. Collaboration and Networking – 20% 5. Price in relation to level of service to be provided – 20% Minnesota State reserves the right to name a date which all responding Respondents will be invited to present demonstrations or participate in an interview. Minnesota State does not agree to reach a decision by any certain date although it is hoped the evaluation and selection will be completed by the contract terms date identified. Selection Process The selection process includes educational development staff from colleges, universities, and system office. This group will evaluate the proposals and make the final decision. Contract Terms Description Minnesota State desires to enter into a contract with the successful Respondent(s) effective August 9, 2024 or on the date the last recognized signature is obtained, whichever occurs later. The length of such contract(s) will be 5 years. If Minnesota State and Respondent are unable to negotiate and sign a contract by August 2, 2024 then Minnesota State reserves the right to seek an alternative Respondent(s).
