This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is being issued. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC 2019-03) effective Friday, July 12, 2019.This is a total small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 484220 – Specialized Freight (except used Goods) Trucking, Local, with a small business size standard of $27.5M average annual receipts. A secondary NAICS code is associated with this procurement, 712110 – Museums, with a

small business size standard of 27.5M average annual receipts.The General Services Administration (GSA), Public Buildings Services (PBS), Office of Chief Architect, Art in Architecture and Fine Arts Division, located in Washington, DC is seeking the services of fine arts transportation services for its Fine Arts Program involving standard fine arts request with a limited time frame.GSA/PBS intends to establish a multiple-award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract for fine art services.The Government anticipate awarding up to three (3) IDIQ contracts for a base period of 12 months, and four (4) one-year option periods to the responsible offeror(s) whose proposal constitutes the most advantageous approach to meeting the Fine Art Services, outlined in the solicitation.The minimum guarantee for the base contracts is $1,000.00.The contracts will include a clause for four (4) options and may be exercised at the discretion of the Government.The maximum ordering limitation for the Fine Art Services IDIQ contracts is $225,529.40 for each one-year period.Services will be procured, as necessary, by the issuance of Firm-Fixed-Price task orders.All potential Offerors must be registered in the System for Award Management (SAM) prior to award (www.sam.gov).The Offeror must be able to demonstrate their experience to perform the work that is relevant to the Fine Art Services requirement.Up to three (3) firm-fixed-price IDIQ contracts will result from this solicitation.Offerors that submit proposals who do not meet this requirement will be disqualified and eliminated from completion.All interested companies shall provide a proposal for the attached solicitation. The anticipated solicitation will competed under FAR Part 15, Source Selection Processes and Techniques. Award will be based on the Lowest Price Technically Acceptable (LPTA) to the Government.
