This is a market survey to locate sources for a tactical company-size military radio communications network for a foreign military sales customer. The network is composed of company command platforms (quantity 3, being radio kits on HMMWV or similar vehicles), team command platforms (quantity 6, being radio kits on HMMWV or similar vehicles), and dismounted radio kits (quantity 30, each being carried by a single person). There will be an additional pool of a small number of unassigned items.Within the company-size network, any node will be able to communication with any other node (i.e. any platform with any other platform or dismounted communicator). The network will pass voice and data, including through relay. The radio kits will include pieces enabling situation awareness, navigation, terrain analysis, intelligence assessment, and targeting capabilities. The network will be a tactical internet (Radio over Internet Protocol - RoIP) capable of wideband and narrowband. At the vehicle
platforms, the network will be able to interoperate with standard IP protocols of external CISCO, Juniper and other routing equipment. At the vehicle platforms, there will be server capability for hosting applications and data storage. At the vehicle platforms, there will be ruggedized tactical displays/computers enabling use of applications that provide mission (all unit operations - not just communications) planning and management, reception of data from other units, aggregation of data from subordinate units, maps, and terrain analysis. Data management will include chats, messages, and status information. Multimedia capability will included audio conferencing and distribution of situation awareness. The network topology will be dynamic with no single point of failure, self-forming, self-healing, adaptive routing with optimal path selection to shortest path, with priority and classification of messaging. There will be optimal channel selection that takes into account connectivity, load, and channel capabilities. The network will be able to provide selective addressing and multi-participant conference calls. IP phones shall be able to be connected to the network system, including software applications that provide IP-phone service.The company command platforms will each have 2 routers, 1 vehicular VHF radio, 1 UHF handheld radio, and 1 tactical computer; 1 of the 3 company command platforms shall also have 1 vehicular HF radio.The team command platforms will each have 1 router, 1 vehicular VHF radio, 1 UHF handheld radio, and 1 tactical computer; 1 of the 3 company command platforms shall also have 1 vehicular HF radio.The dismounted radio kits will each have 1 load carrying vest, 1 UHF handheld radio, and 1 radio headset. Of the 30 dismounted radio kits, 6 will also have 1 wearable computer unit with display. Of the 30 dismounted radio kits, 4 will also have 1 wearable computer unit with display, 1 VHF manpack radio, and - in lieu of the normal radio headset - 1 dual radio headset.In the military radio communications network, the VHF vehicular radio will have or exceed the following: power output of 50W, fixed and frequency hopping modes, COMSEC, 100 preset channels, scanning of 4 channels, selective call of individuals and groups, 2400 kps vocoder; auto resynchronization with no master station and no single point of failure, unlimited radio silence time for full synchronization, fully automatic late entry, asynchronous data communication of 19 Kbps with error correction, synchronous data communication of 32 Kbps with error correction.In the military radio communications network, the UHF handheld radio will have or exceed the following: Time Division Multiple Access/Carrier Sense Multiple Access (TDMA/CSMA), LAN interface for remote control and parameter loading, act as a data transmission node without interfering with voice communications, data transmission as point-to-point/multicasting/broadcasting, contain protocols to act as a router between data equipment external to the radio and users connected via the radio net, conference/full duplex with 3 simultaneous speakers in a sub-net (6 in the whole network), ad-hoc networking up to 45 members with multi-hop relay for voice and data, dynamic synchronization without need of a master station, COMSEC, interface to other UHF handhelds and the VHF vehicular radios, voice connectivity by groups and sub-nets, audible alerts, emergency break-in for broadcast communications, definable priority levels, embedded GPS, 200 preset channels with 200kHz spacing, VOCODER, 16Kbps per slot data rate, automatic late entry synchronization, out power levels 0.5W-1W-2W, SINAD 10dB @ -108dBM.In the military radio communications network, the HF vehicular radio will have or exceed the following: voice, data and telegraphy (CW) using USB, LSB, ISB, AM, and FM; 10Hz interval channels; half-duplex mode, 3G ALE (STANAG 4538), loudspeaker, power output 5W/20W/150W.In the military radio communications network, the VHF manpack radio will have or exceed the following: power output of 10W, and in other respects the same performance as stipulated for the VHF vehicular radio above.The tactical computer in the command platforms will have or exceed the following: color 8.4" diagonal display or 1024x768 pixels, 45 degree viewing angles.The load carrying vest of the dismounted radio kit will provide the load carriage capabilities typical of routine military operations, special operations, exercises, and training. It will accommodate the command and control (C2) components of the dismounted radio kit.The wearable computer unit in the dismounted radio kit will implement the situational awareness applications of the network, with a common operational picture on a display. It will send and receive target and mission data, and integrate with the UHF handheld radio. It will be detachable for standalone usage.The pool equipment for the network will be those items required by the system as a whole but not to one of the individual platforms or kits. These are such support items as battery chargers and radio data loading devices.Answering this Market SurveyIndustry, manufacturer, and vendor response to this survey should be brochures, data sheets, and/or description of qualifying item(s) and solutions.
