Scope of Work:
The Work set forth within this solicitation document includes the furnishing of all labor, materials, equipment, services and incidentals for the construction of upgrades to Retail Master Pump Station 221 to replace equipment that has reached its useful life, convert the existing generator / electrical room into an electrical room, install a new generator outside and construct miscellaneous improvements to decrease operation and maintenance costs. The Project Site is located at 1961 NE 48th Street, Pompano Beach, FL 33064.



Basis of Award
:  Award of this contract will be made to the lowest responsive
responsible bidder by total bid price (including optional items).  Optional items may be awarded if determined to be in the best interest of the County.  Optional Items 02-01 or 02-02 are subject to availability of funds.  Optional Items 02-01 or 02-02 will be part of the evaluation criteria for award.
 

Goal Participation: 
This solicitation includes participation goals for Broward County certified County Business Enterprises. Refer to Special Instructions and the Office of Economic and Small Business Development Requirements section for additional information.

County/State License Requirements:
In order to be considered a responsive and responsible Vendor for the scope of work set forth in this solicitation, the Vendor must possess a specified license at the time of submittal (refer to Special Instructions for requirements).
 

Additional Qualifications or Certification Requirements
:  In order for a vendor to be considered responsive and responsible for the scope of work set forth in this solicitation, the vendor shall have completed one similar project of comparable size within the last five years.
 

Guaranty:
Each submittal shall be accompanied by a bid guaranty in an amount equal to five percent (5%) of the bid amount (refer to Bid Guaranty, Performance and Payment Guaranties, and Qualifications of Surety Requirements).
 

Bid Allowance Amounts:
  The solicitation includes pass-thru allowances. It is not necessary to add your allowance amounts into your bid prices.  BidSync will automatically add the allowance amounts indicated to your bid total and will be reflected on final bid tabulation.

Questions and Answers:
The County provides a specified time for Vendors to ask questions and seek clarification regarding the requirements of the solicitation. All questions or clarification inquiries must be submitted through BidSync by the date and time referenced in the solicitation document (including any addenda).  The County will respond to all questions via BidSync.
 
Vendor MUST submit its solicitation response electronically and MUST confirm its submittal in order for the County to receive a valid response through BidSync. Refer to the
Purchasing Division website
or contact BidSync for submittal instructions. It is the Vendor’s sole responsibility to assure its response is submitted and received through BidSync by the date and time specified in the solicitation. The County will not consider solicitation responses received by other means.
Vendors are encouraged to submit their responses in advance of the due date and time specified in the solicitation document. In the event that the Vendor is having difficulty submitting the solicitation document through BidSync, immediately notify the Purchasing Agent and then contact BidSync for technical assistance.

A.  Specifications, Section 02576, Paragraph 3.06 A has been revised as follows:
 
     A.  The work will consist of the construction of plant-mixed hot bituminous pavement to the thickness indicated in the Drawings
conforming to TypeSP-12.5” asphaltic concrete
in accordance with the FDOT Specifications.

 
B.  Specifications, Section 16620, Paragraph 1.03 A.1 has been revised as follows:
 
 1. The standby engine-generator (EG) system shall be the manufacturer’s standard production model nameplate rated to have a minimum rating and site capability of

The generator set shall be allowed to stabilize before application and removal of each indicated transient load change. Note that 100 percent is the generator set’s standby KW rating of
250kW

.  Factory results of the generator set transient response load testing shall be included in the furnished Factory Certified test reports.
 
E. Specifications, Section 16950, Paragraph 3.14 B.4 has been revised as follows:
