Page 2 of 2 36C25020Q0026 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Patient Coagulation Testing Kits The Department of Veterans Affairs, Cleveland Veteran Affairs Medical Center (CLE VAMC), 10701 East Blvd, Cleveland Ohio, 44106, intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS code is 334516 with a small business size standard of 1,000. The VA intends to solicit and negotiate with Werfen Group, Instrumentation Laboratory, 180 Hartwell Road, Bedford MA 017230, for cost for reportable test contract for coagulation testing. This contract will be a Firm Fixed Price, Indefinite Delivery Indefinite Quantity Contract with a base year and four (4) option years, if applicable. The coagulation test menu for the patient population shall consist of PT, APTT, Fibrinogen (Clauss), D-Dimer, D-Dimer HS (High Specificity), Heparin (anti-Xa), AT
(anti-thrombin), HIT-ab (PF-4) automated latex immunoassay, Protein C & S, and Lupus anticoagulant. All testing shall be performed on the same instrument, allow pre-analytical analysis of the sample to ensure sample quality, and the analysis shall be FDA approved. Other persons may identify their interest to respond to this requirement no later than Friday, 11 October 2019, at 4:00PM EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.  All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
