Opportunity Summary The Oregon Housing and Community Services Department ("Agency") is the governmental entity whose mission is to provide stable and affordable housing and engage leaders to develop integrated statewide policy and addresses poverty and opportunity for Oregonians. In pursuit of that mission, Agency is issuing this Request for Proposals to solicit Proposals from entities actively engaged in providing services to Housing Finance Agencies ("HFAs") to help develop and execute a successful single-family market rate program to expand access to homeownership in Oregon.
Agency is requesting Proposals from qualified Proposers, which by reason of their skill, knowledge, and experience are able to furnish To Be Announced ("TBA") Single Family Program Administrative Services, including pipeline management, hedging and delivery of Government and Conventional Mortgage Backed Securities to Agency. The selected Proposer will be referred to as the "Administrator" throughout this project.
The TBA Single Family Program ("TBA Program") is intended as a complement to Agency's Oregon Bond Residential Loan Program. Inherent in the operation of the program, the Administrator will bear the financial risks and costs associated with timely mortgage loan deliveries and pipeline fallout. The Administrator must have a background in administering similar programs for HFAs.
