AMENDMENT 2 to FA301619U0078 (19Apr2019)--Under amendment 2, the Government has:1.  Added the Approved Pesticides List as an attachment.  Please refer to the attachments.2.  Added additional information relevant to requirement. The below information will be added to the PWS before award:a.  A 60' x 75' fenced area can be made avaiable to the awardee for contractor equipment storage upon request.  The contractor shall provide their own lock(s).  There is no other storage facility avaiable for supplies or products in the area.  The govenrment will not be held liable for equipment or supplies left in the fenced area.b.  Both air fields contain a mixture of pasture grasses that include, but may not be limited to, bluestem, bahia, and bermuda.c.  Properly rinsed containers can be disposed of in refuse containers only as directed by the COR.  The contractor shall be fully responsible for proper disposal if the government is unable to accomodate disposal.d.  The flying shcedule is not
consistent and changes for vairous reasons.  A weekly flying schedule can be provided to the awardee after award.The closing date remains the same from the last amendment which is 4/23/2019 (Tuesday) at 1PM Central Time. =========================================AMENDEMENT 1 to FA301619U0078--The Government will hold a site visit Wednesday 4/17/2019 at 2PM at JBSA Randolph (site/location).  To obtain base access and instructions for the site visit, interested contractors shall submit a "Site Visit Request" via email to melissa.de_coste@us.af.mil not later than Monday 4/15/2019 by 11:00AM local San Antonio time.  Late requests will not be reviewed or considered. A response to timely emails will be returned detailing instructions for base access.QUESTIONS and ANSWERS:1.) In section 1.1.3 it requires mixing to be done in a facility that is at least 1100 square feet for 1-3 workers as stated in the Technical guide 17 Military Handbook-Design of Pest Management Facilities. Will we have a facility like this on base?ANSWER: There is not a facility that meets these requirements for the contractor's use, however there is an outdoor mixing basin/area located at the golf course that will be available for contractor's use.2.)  In order to mix the herbicide and insecticide inside the facility will it be big enough and have big enough doors to get the contractor's equipment (tractors, spray rigs) in and out? If not will we be able to mix in a "nurse" tank and deliver it to sprayer in field when spraying?ANSWER: Please see question #1.3.)  In section 1.2.1 it states we have 15 days to apply pre emergent but we are only allowed to work during non flying hours(section 3.8).a. What happens if it rains during the time we are supposed to be spraying on the weekend? Will that window of time be extended?ANSWER: The 15 day window is an approximate time of pre-emergent application for maximum effectiveness for this area. This window can move forwards or backwards depending on weather conditions.b. In order to get the pre emergent out during the 15 days will we be able to spray during flying hours if not interfering with the runway or tower?ANSWER: Yes. The contractor will be operate on airfield surfaces 1000' from the runway during flying hours. Areas inside the 1000' perimeter, and approach zones will require application during non-flying hours, and will need to coordinated with the COR and Airfield Mgmt.c. What about spraying the airfield during the week after the flying hours are over?ANSWER: Applications can be made during the week during non-flying hours.4.)  Can equipment be left on site over night?ANSWER: Any equipment left on site must be coordinated with the COR.5.) What are contractor gate hours? If gate is closed will we be able to move large equipment through main gate? (I.e. trucks with wide loads of spray rigs)ANSWER: Contractor gate hours are 0600 - 1800, Monday - Friday. Access to the base with large equipment will have to coordinated with the COR and Security Forces.6.) Will water be available and provided on base in order to spray with?ANSWER: Yes, water is available.7.)  For insecticide application it mentions spraying in alternating banding patterns. Are these acres that are not sprayed included in the total acres of insecticide on bid sheet?ANSWER: Yes, the not sprayed acres are included in the total acres.8.)  Are the number of applications and acres listed on bid schedule a maximum and work will be ordered as needed or are these guaranteed acres to spray per year?ANSWER: The acres listed are the maximum acres available for work. Work will be issued to the contractor via work order from the COR, as coordinated between the contractor's representative and the COR. Pre-emergent and pesticide application will likely be issued @ 700 - 1400 acres per request.9.) Will the post emergence application be the entire 1400 acres or will it be 1-10 acre spots scattered out on airfield possibly up to 1400 acres?ANSWER: Work requests for post emergent applications will be issued in 10-25 acres increments.10.)  Pricing Schedule, pg 2 RFP. Can the government clarify that this is a one year contract? If yes, would the U.S. Government consider possible option years 1-4. Equipment costs are substantial and should be depreciated over a period of time.ANSWER: This is only a one-year contract and will include 52.217-8 for the government to exercise a possible extension of services, if it is required.11.)  Please clarify type of contract, e.g., is this a requirements contract? If a requirements contract, is there a minimum acreage order?ANSWER: This will be a Firm-Fixed Price contract.12.) Is this work a new requirement? If not, can you please provide the Contract or Task Order No. this work is currently being performed/administered under?ANSWER: This is a new requirement. There is not incumbent.13.)  PWS 1.1.1. Pesticides Approval."All pesticides and herbicides must be on the installation-approved inventory list and applied by certified personnel. " Will you please provide the installation-approved inventory list?ANSWER: Yes. Refer to DoD Pesticides attachment added.14.) PWS 1.1.3. Pesticide Mixing and Storage. "The Contractor will not mix or store pesticides on base unless they use a DoD approved facility that meets requirements in Armed Forces Pest Management Board Technical Guide 17."a. Does the base have an DoD approved facility?b. Will the contractor be allowed to use that facility?c. Will the contractor be allowed to utilize base hydrants to fill sprayer tanks?ANSWER: See Question #1 for answer to 14 a. and b.c. The contractor cannot use base hydrants to fill sprayer tanks. Water points are available for use by the contractor to fill tanks.15.)  PWS 1.2. HERBICIDE APPLICATION. Can the government provide the number of acres sprayed over the last three years, on an annual basis?ANSWER: This is a new requirement and has not been competed previously.16.) PWS 1.3. INSECTICIDE APPLICATION. Can the government provide the number of acres sprayed over the last three years, on an annual basis?ANSWER: This is a new requirement and has not been competed previously.17.)  PWS 1.4.1. Airfield Access. "Airfield Driver's Training must be completed". How often is the training offered and how long (in hours) is the course?ANSWER: Airfield Driver's Training is provided as needed. The course, including airfield familiarization, and testing will take approximately 4 hours.18.)  PWS 6.1 and 6.2. Is the boom sprayer and associated application equipment (e.g., tractor) government furnished equipment?ANSWER: No19.)  Is the government going to provide an office or equipment storage facilities?ANSWER: The government will not provide office space. Storage of equipment will need to be coordinated with the COR, however it is the contractor's responsibility for storage if the Government cannot provide the storage of equipment.20.) Can the government identify the conformed AWD position / labor category?ANSWER: Refer to 52.222-42 in the solicitation.SOLICITATION EXTENSION: Due to the added site visit, this requirement has been extended through 4/23/2019 at 1PM Central Time.============================================This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6. Requirement is for Pesticide and Herbicide Application Services at Join Base San Antonio (JBSA) Randolph, TX. This is a total set-aside for small business concerns. Only offers submitted by small business concerns will be accepted by the Government.Offerors shall submit questions or concerns in writing requesting clarification of the solicitation to the Contracting Officer, Mrs. Heather Sorensen, at heather.sorensen@us.af.mil. Questions and concerns shall be received not later than Wednesday, 10 April 2019 at 1:00 P.M. local San Antonio, TX time.The vendor shall submit the response to this RFP not later than 1:00 P.M. local San Antonio, TX time on 16 April 2019 - Tuesday (or sooner if possible) to be considered timely. Please see the supporting attachments for additonal information.
