This is a Sole Source Requirement. The GSA intends to Award this Contract to iconectiv. iconectiv is the sole provider offering a coding framework and hosted service for network locations and NLS. The Telecommunication Service Providers (TSPs) in Continental U.S. (CONUS) use this framework and service, known as iconectiv COMMON LANGUAGE Location Managed Service, to interconnect their networks to conduct business and provide telecommunications service to end customers. This managed service includes two key components. The first is the subscription to the code-set known as COMMON LANGUAGE Location Codes (CLLI Codes). The second component is web-based access to iconectiv COMMON LANGUAGE On line System (CLONES) to access and populate the CLLI Code related data items. Currently, iconectiv and the TSPs that subscribe to the Location Managed Service create and maintain the master repository of CLLI Codes and related data items in the CLONES system. meets the GSA requirements for an alphanumeric NSC, using elements of the framework including geographical and geopolitical codes, to represent buildings, structures, enclosures and other fixed, physical locations. iconectiv COMMON LANGUAGE Managed Service products facilitate communications within telecom infrastructures and between trading partners, by combining numeric and mnemonic characters to establish standardized code-sets. The codes identify network components, interfaces, equipment, locations, and facilities. One of the code set is the CLLI Code, the first 8 elements of which comprise the NSC. iconectiv has the exclusive ability to implement enhancements to its existing CLLI Codes structure, methods and procedures and IT systems to support a NICode system. The administration of eight additional characters can be shared with the existing NSCs in the commercial market creating a NICode system. For security purposes, system access and security rules can be implemented to keep CLLI commercial data and NICode data separate but interoperable.iconectiv solely provides the mapping of NSC values to SWC using the latitude and longitude of the SWC as well as rate center provided by the customer. These values can be changed via online customer access by changing the parameters. iconectiv has integrated user level access to a flexible ad hoc reporting system as a part of their services which allows detailed reporting on all data elements to include NSC, SWC, and NICodes which is a needed in addition to the NSC, SWC and NICodes.In accordance with FAR 5.207(c)(16)(ii), because we are using the sole source authority at 6.302-1, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the GSA.OBJECTIVEThe GSA seeks contractor support and services to host and maintain the existing Enhanced Networx Inventory Code (eNIC) System and provide a variety of accurate and up-to-date (NLS) Networks Location Services in support of all the General Services Administration (GSA), Federal Acquisition Service, Information Technology Category (ITC), Office of Telecommunication Services (OTS) contracts, to include:~Networx - Two broadly scoped acquisitions providing access to a broad range of domestic and international network services to federal agencies at the lowest possible price.~Enterprise Infrastructure Solutions (EIS) - EIS is a comprehensive solution-based vehicle to address all aspects of federal agency information technology telecommunications, and infrastructure requirements.~Future COMSATCOM - A joint strategy between Defense Information Systems Agency (DISA) and GSA to replace expiring satellite contracts. ~CONNECTIONS II - CONNECTIONS II is a $5 billion, 10-year multiple award contract that is the Government’s one-stop shop for obtaining telecommunications, network and communications solutions.~ENTERPRISE MOBILITY - GSA’s Enterprise Mobility Program defines solutions that allow Government to securely deploy and manage wireless services, mobile devices and applications.~WIRELESS FSSI - The Wireless FSSI program improves the procurement and management of wireless services across Government.~Federal Relay - Telecommunications access for Federal employees who are deaf, hard of hearing or speech disabled. ~Local Telecommunications Services Contracts -Full range of first mile/last mile services and solutions. SCOPEThere are three primary types of data services required to support GSA telecommunications contracts:Network Site Code (NSC) – a combination of geographical and geopolitical codes to represent buildings, structures, enclosures or other fixed, physical locations. NSC is equivalent with the COMMON LANGUAGE ® Location Identification (CLLI) code provided by iconectiv. A physical address is required for each NSC. Networx Inventory Code (NICode) – consists of the NSC plus additional characters representing the Networx Contractor and associated service ordered by an Agency for a specified network site. The need for NICode support will end during the period of performance for this contract. Serving Wire Center (SWC) – For those locations where dedicated access is required for the services ordered, the NSC is used to determine the SWCs that serve the Service Delivery Point (SDP). The contractor shall:Provide up-to-date eNIC and NLS data access and extracts to include NSC, SWC mapping, and NICode information.Provide up-to-date NSC mapping to SWC using NSC latitude/longitude and rate center data.Provide eNIC and NLS hosting and maintenance.Provide training and support for eNIC and NLS.The requirement contains 2 tasks (Detailed descriptions are provided in Section C.4 below):Task 1 – eNIC System and Network Location Services Data, Hosting, and MaintenanceTask 2 – eNIC System and NLS TrainingThese services offered will support all current and future OTS contracts.
