The San Francisco Public Utilities Commission ("SFPUC") is issuing this Request for Qualifications ("RFQ") in search of candidates with the qualifications specified in this RFQ to be qualified to respond to the forthcoming request for bids to construct the Mountain Tunnel Improvements Project ("Project"). The SFPUC is proposing the Project to improve the condition of the existing Mountain Tunnel and to ensure the tunnel’s continued ability to provide quality drinking water reliably to its 2.7 million customers in the Sierra Foothills and San Francisco Bay Area. The Project is in the central Sierra Nevada Mountain Range near the town of Groveland in Tuolumne County. The SFPUC seeks to qualify contractors with demonstrated experience and qualifications in tunnel lining repair, NSF61 compliance, hard rock excavation, grouting, lining installations, sheet membrane waterproofing, and roadway/slope stabilization work. Whether a candidate has such qualifications will be determined through the evaluation process described in this RFQ. Candidates chosen through this process will be "Qualified Contractors" and will be notified of their eligibility to submit bids for construction services associated with the project. Candidates responding to this RFQ do so with the understanding that the SFPUC does not guarantee the award of any contract or work as a result of qualification. This Qualification process is mandatory. The SFPUC will only evaluate timely submitted Qualification Applications. SFPUC will accept bids on HH-1000 Mountain Tunnel Improvements Project at time of Request for Bids only from parties that submit a timely Qualification Application and whose Qualification Application receives a qualifying
