The Acquisition Management Division, Office of Administration, U.S. Nuclear Regulatory Commission, intends to noncompetitively extend the period of performance of Indefinite-Delivery, Indefinite-Quantity, Information Technology Infrastructure and Support Services ("ITISS") Contract No. NRC-33-11-325 with NTT DATA Services Federal Government, Inc. ("NTT DATA") (DUNS 175344753) and related Task Order No. NRC-HQ-10-14-T-0003 to August 31, 2019, to allow NTT DATA to complete the following in-process tasks which cannot practically be transitioned to a successor contractor:- Identity Credentialing and Access Management (ICAM) project - The requirements include providing a certificate validation infrastructure to deliver high availability CRL and OCSP based PKI validation services in order to better support existing NRC mandatory PIV logon as well as PKI enablement for logical and physical access; extending the NRC domain and authentication infrastructure to the Amazon Web Services (AWS)
cloud to support existing and upcoming NRC applications and services hosted in AWS; upgrading the PIV Card system; and implementing additional capabilities for the Enterprise Identity Hub.- CHP project - The requirements include implementing COOP functionality and capabilities; implementing RAPBack, a service that is offered by the FBI that tracks individuals identified through the CH process and subjects them to continuous criminal monitoring; implementing the OPM fingerprint process and upgrading external licensing permissions to OPM; and finalizing changes to CHP so it continues to effectively interact with the EIE system.- Enterprise Wi-Fi Pilot project - The requirements include developing an enterprise WLAN service strategy; preparing the enterprise network to support wireless services; expanding the capability of the existing guest wireless service to accommodate mobility users; allowing mobile devices running the MaaS360 client to use the NRC ISP to access Office 365, Skype, and approved internal file shares, SharePoint files, and intranet content; piloting the enterprise Wi-Fi solution on two HQ floors; and preparing the NRC for further implementation.Background:ITISS was the Nuclear Regulatory Commission's (NRC) largest commercial Information Technology (IT) contract. It provided comprehensive IT infrastructure services, computer facilities management, operations center network management, and data center system administration; Tier 1, 2, and 3 enterprise helpdesk services; desktop, laptop, and network printer support; server and network engineering and administration; e-mail administration; network file storage; office productivity software support; new technology integration; and data backup and recovery.All requirements of that contract, with the exception of the tasks identified above, will be completely transitioned to other competitively awarded vehicles by February 28, 2019Transitioning these tasks to a successor contractor would jeopardize the success of the projects, delay their completion and adversely impact the Agency's ICAM program. The tasks identified above must be completed before the follow-on Operations and Maintenance (O&M) requirements can transition to a successor contractor.The statutory authority permitting other than full and open competition for this modification is 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1, which provides for limiting competition in those situations where only one responsible source and no other supplies or services will satisfy agency requirements. No source other than NTT DATA can satisfy this short-term need given the transition period that would be required, and conducting a competitive acquisition for this short-term need would result in unacceptable delays in fulfilling the agency's requirements and substantial duplication of cost to the Government that would not be expected to be recovered through competition.
