The purpose of this Sources Sought Notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10 for Real Estate Appraisal and Review Appraisal Program Management Support Services. The U.S. Department of Veterans Affairs (VA) Office of Construction and Facilities Management (CFM), Contracting Office, Washington, DC, is conducting market research/seeking capable sources from experienced firms that are classified as Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Veteran-Owned Small Businesses (VOSB), or small businesses that are interested in Real Estate Appraisal and Review Appraisal Program Management Support Services. The NAICS Code is 531320, Offices of Real Estate Appraisers for which the small business size standard is $8 million. Responses to this notice will assist the VA in determining if the acquisition should be set-aside for competition restricted to SDVOSB, VOSB, and/or small businesses concerns in accordance with 38
U.S.C. 8217. Project Requirements: Within CFM, the Office of Real Property has the authority for management of lease procurement and land management activities. VA acquires leases and land space in both rural and urban areas throughout any State of the United States, the District of Columbia, and U.S. Territories. More information can be found here: http://www.cfm.va.gov/realproperty/index.asp CFM seeks support services for appraisal and review appraisal program management and technical expertise related to the acquisition of real property interests by the United States of America (acquiring agency is the U.S. Department of Veterans Affairs) from sellers of sites throughout the United States and territories. In order to accomplish these tasks, CFM seeks a senior level MAI certified appraiser to provide program management and technical expertise for appraisal and review appraisal services. The MAI certified appraiser must be familiar with federal land acquisitions to review current appraisals and review appraisal reports in accordance with the Code of Ethics of the Appraisal Institute, the Uniform Standards of Professional Appraisal Practice, and the requirements of the Uniform Appraisal Standards for Federal Land Acquisitions (also referred to as the Yellow Book), a copy of which is at: http://www.justice.gov/enrd/land-ack/Uniform-Appraisal-Standards.pdf. The appraiser will conduct technical reviews of current appraisal reports previously commissioned by VA and prepare and deliver a Review Report in accordance with Uniform Standards of Professional Appraisal Practices (USPAP) Ethics and Scope of Work Rules, and Standard Rule 3, to conduct programmatic, quality assurance, and quality surveillance. Conduct review of programmatic compliance with the standards outlined above. Provide comprehensive reports detailing findings and recommendations for programmatic improvements. See attached draft scope of work for more details. Capabilities Statements: CFM invites all firms to submit capabilities statements in the format stated in the paragraphs below for review. SDVOSB, VOSB, and small business firms are invited to provide information to contribute to the market research for this project. SDVOSB and VOSB firms must be registered in VA s Vendor Information Pages (VIP) site at https://www.vip.vetbiz.gov/ and have the technical skills and all firms are required to have the financial capabilities necessary to perform the stated requirements in the draft scope of work. SDVOSB, VOSB, and small business firms are requested to submit a Capabilities Statement to VA for review. Capabilities Statement must include: 1. Company name, address, point of contact, phone number, Dunn & Bradstreet number, Socioeconomic Status, Business license with address of main office, MAI certification, and e-mail address; 2. Evidence of SDVOSB or VOSB status through registration at VIP (https://www.vip.vetbiz.gov/); 3. Evidence of ability to offer under NAICS Code 531320 and listing in the System for Award Management (www.SAM.gov); 4. A summary describing your company s experience with Real Estate Appraisal and Review Appraisal Program Support Services in the last five years for federal land acquisitions. Provide a list of projects and the role of a senior MAI certified appraiser in supporting the federal land acquisition projects. 5. To the extent you have partnered or plan to partner, including subcontracting, with other firms to respond to a potential solicitation as a single offeror, and a description of those partnership or subcontracts. The Capability Statement must include MAI certifications and licenses to operate as a Real Estate appraiser. All responses to the sources sought must be submitted via email to the Contracting Officer: David Reich at David.Reich2@va.gov by 4:00 pm EST on October 17, 2019. Emails must be less than 5MB. Vendors may submit constructive comments or questions on the draft scope of work in their response. The purpose of this notice is conduct market research.
