Scope of Work: Broward County Parks & Recreation Division is seeking a design-build firm to provide the required services to upgrade the heating, ventilation, and air-conditioning (HVAC) system at the Central Broward Stadium per Scope of Work Summary and Exhibit A Scope of Work. Justin Architects P.A. (formerly known as Cartaya and Associates Architects, P.A.), and Consulting Engineering Services, LLC participated in the development of the Design Criteria Package, these firms are not eligible to participate in the design-build agreement in accordance with F.S. 287.055 (9)(b). The County is utilizing a Two-Step solicitation process for this Project: -Procurement Process Step-One: Request for Qualification (RFQ). Step-One consists of the submission of each design-build firm's qualifications and the Evaluation Committee (EC) shortlisting of the most qualified responsive, and responsible design-build firms. -Procurement Process Step-Two: Request for Proposals (RFP). Only shortlisted
design-build firms (from Step-One) may respond to the Step-Two RFP solicitation. The EC will review and rank the shortlisted design-build firms based on the RFP evaluation criteria. Goal Participation: This solicitation includes participation goals for Broward County certified County Business Enterprises. Refer to Special Instructions and the Office of Economic and Small Business Development Requirements section for additional information. License Requirements: In order to be considered a responsive and responsible Vendor for the scope of work set forth in this solicitation, the Vendor (or Team as identified) must possess a specified license at the time of submittal. Refer to Special Instructions to Vendors for requirements. Submittal Bond: Vendor must submit an original Submittal Bond or other acceptable alternative at time of solicitation due date in order to be responsive to solicitation requirements. Refer to Special Instructions to Vendors, Submittal Bond, Performance and Payment Guaranties, and Qualifications of Surety Requirements (Two-Step), and Submittal Instructions (contained in Standard Instructions to Vendors). Link for form submittal: Ownership Disclosure Form In accordance with Section 287.05701, Florida Statutes, the County may not request documentation or consider a vendor's social, political, or ideological interests when determining if the vendor is a responsible vendor or give preference to a vendor based on the vendor's social, political, or ideological interests. Questions and Answers: The County provides a specified time for Vendors to ask questions and seek clarification regarding the requirements of the solicitation. All questions or clarification inquiries must be submitted through Periscope S2G by the date and time referenced in the solicitation document (including any addenda). The County will respond to all questions via Periscope S2G. Submittals: Vendor MUST submit its solicitation response electronically and MUST confirm its submittal in order for the County to receive a valid response through Periscope S2G, Supplier-to- Government. Refer to the Purchasing Division website or contact Periscope S2G, Supplier-to- Government for submittal instructions. It is the Vendor’s sole responsibility to assure its response is submitted and received through Periscope S2G, Supplier-to-Government by the date and time specified in the solicitation. The County will not consider solicitation responses received by other means. Vendors are encouraged to submit their responses in advance of the due date and time specified in the solicitation document. In the event that the Vendor is having difficulty submitting the solicitation document through Periscope S2G, Supplier-to-Government, immediately notify the Purchasing Agent and then contact Periscope S2G, Supplier-to- Government for technical assistance. Added on Mar 19, 2024:Addendum No. 1: If you were not able to attend the first Pre-Proposal Meeting, a second Pre-Proposal Meeting is scheduled for March 22, 2024, at 10:00AM EDT. Refer to Pre-Bid Conference Section for meeting details. Description :-Step-One is a Request for Qualification. Price is not requested in Step-One and will not be considered in the evaluation/shortlisting of the firms. Step-Two will request pricing from shortlisted, qualified firms, in accordance with Florida Statutes, Section 287.055, Consultants’ Competitive Negotiation Act (CCNA).
