Request for Proposals - Parkland and Landscape Related Services Closed April 30, 2024, 04:00 PM The Board of County Commissioners of Lewis and Clark County is soliciting proposals from qualified offerors to perform parkland and landscape related services during the growing season, from May 2024 through April 2027, within Rural Improvement Districts (RIDs) located in Lewis and Clark County, Montana. Copies of the detailed RFP, including a description of proposal content requirements, the scope of services, the proposal worksheet, and the criteria to be used in order to evaluate the proposals are available under the Related Informationsection of this page or by calling (406) 447-8014. Offerors are encouraged to check for any addenda issued at this webpage prior to submitting a proposal. Proposals shall be sealed and marked “Parkland and Landscape RFP” and delivered to Lewis and Clark County Public Works Department, 3402 Cooney Drive, Helena, MT, 59602, by 4:00 PM local time on Tuesday,

April 30, 2024. Proposals will be publicly opened on May 1, 2024, at 2:00 PM, in Room 309 of the City-County Building, 316 N. Park Avenue, Helena, MT. The County reserves the right to accept or reject any or all proposals, to add or delete items and/or quantities, to waive any irregularities and/or informalities in any proposal, to postpone the acceptance of the proposal and the award of a contract for a period not to exceed 30 working days from the date of the proposal opening and to further advertise the RFP, and to make the award that is in the best interest of Lewis and Clark County. Lewis and Clark County may reject any proposal that is not within the County’s budget resources for this project or not in compliance with all prescribed proposal procedures and requirements. Lewis and Clark County may reject for good cause any and all proposals upon finding of the County that it is in the public’s best interest to do so. This project is subject to the availability of funds. This solicitation is being offered in accordance with federal and state statutes governing procurement of professional services. Accordingly, Lewis and Clark County reserves the right to negotiate an agreement based on fair and reasonable compensation for the scope of work and services proposed. Proposals become the property of Lewis and Clark County. The County is not responsible for paying costs associated with preparing a proposal. Offeror and any of the Offeror’s Subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, PO Box 8011, 1805 Prospect, Helena MT 59604-8011. All laborers employed by Offeror or Offeror’s Subcontractors in performance of the parkland and landscape related services shall be paid wages at rates as required by Montana Prevailing Wage Rates for Nonconstruction Services 2024. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.
