This Sources Sought notice is for informational and planning purposes only. It does not constitute a Solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The NAICS Codes for this requirement is 511110.This contract request or intent of this notice is to determine the availability of qualified commercial sources technically capable of providing:Fort Gordon Georgia's newspaper, which is a Civilian Enterprise publication where advertising pays for printing at no cost to the Army. The newspaper is printed 46 times a year. In accordance with DoD policy, the
post newspaper provides a free flow of news and information to all DoD personnel without censorship or news management. The post newspaper is composed and proofed on Wednesdays with final approval and last minute changes Thursday mornings. The post newspaper is printed on Thursday afternoons and distributed NLT Friday mornings. It is distributed to military units, customer service offices, hotels, MWR and AAFES facilities and other locations on post. Readership consists of the following audiences: about 15,500 active-duty military, 13,000 Department of the Army civilian and non-appropriate fund employees and contractors, 19,000 family members, 65,000 retirees and their families in the area. Estimated potential readership is approximately 111,500.The contractor shall create and maintain a Signal website with a mobile version of the same site linked for linkage to the Fort Gordon installation Web site. The QR code printed on the front page on the print edition shall establish a link between readers' smart phones and the Signal mobile site. All photographs from each print issue shall be adjusted for optimum Web resolution and uploaded by the contractor to the Web page alongside the articles the images support. The site shall have a searchable archive usable by visitors and capable of locating all archived articles or photos generated under the contract from at least the most recent three (3) years. This searchable archive shall be established within 30 working days of contract award. The website shall also have the capability to execute Really Simple Syndication (RSS) feeds, as well as links to social media sites. Advertising by the contractor printed in the Signal may also be posted on the website. These ads shall be reviewed by the Government prior to being posted. A disclaimer shall be posted that this is not an official website. The website shall be updated by the contractor staff by close of business on (COB) Thursdays following printing of the print edition. The contractor shall review the website and update it in accordance with current social media trends, upon upgrade of the contractor's own website, and in response to government requests. A CONTACT US option shall be prominently displayed on the website for readers to provide feedback (e.g., comment on content, advertising, navigability, visual appeal). Contractor employees shall update content on the website each week by 5 p.m. Thursdays and as directed by the government.The Contractor shall provide all personnel, equipment, tools, materials, supervision, other items and non-personal services necessary to assemble, print and deliver 12,500 copies of a weekly CEN - in tabloid format (11½" x 11") to distribution points on post and other designated locations, using editorial material and instructions supplied by the Government as defined in this Statement of Work.Potential offerors having the skills, experience, professional qualifications, and capabilities necessary to perform the described requirement are invited to provide a capabilities statement via e-mail. The Capability Statement shall not exceed three (3) pages and must include the following: 1) Company name and Point of Contact information (address, telephone, e-mail, web-site, etc.); 2) DUNS number and CAGE code; 3) Small Business Size/Certification (to include 8(a), HUBZone, SDVOSB, etc.); and 4) Familiarity and knowledge of the requirement.Responses are due no later than 9:00am EST, Tuesday, 25 June 2019, and shall be electronically submitted to
