Notice of Intent to Award a Sole-Source Contract to Markey Machinery Company, Inc

Synopsis: Notice of Intent to Award a Sole-Source ContractAnnouncement Number: NMAN7200-19-00813Project Title: Markey Winch Controls UpgradeThe US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with Markey Machinery Company, Inc, using the procedures in FAR Part 13, for the upgrade of the controllers for two (2) each Markey DESH-5 winches onboard the NOAA Ship BROWN. The new controllers have to fit into the existing enclosure, be able to operate with the existing cooling capacity, and have the same power input and outs. These controls must interface with the existing winch DC motors. Markey Machinery is the OEM for the winches and the existing winch controllers. This company has already accomplished the design and testing requirements for this requirement. Markey is also the only company with technicians with the expertise on both the

existing winches, the existing controllers, and the requirements for the new controllers. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source.The North American Industry Classification Code (NAICS) for this acquisition is 333999, All Other Miscellaneous General Purpose Machinery Manufacturing with a business size standard of 500 employees.This is not a solicitation for competitive quotes, nor will one be posted on FedBizOpps.A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
