NEW YORK, NY 10007 10/2/2019 ADDENDUM # 3 To prospective Bidder(s) on Bid # 58815 for Inspection, Maintenance, (Routine and Non- Routine), Testing, Repair, Installation and Emergency Services for Heating Ventilation and Air Conditioning (HVAC) Systems and Water Treatment Systems at the Teleport and Bathgate Industrial Park: Due back on 10/15/2019, no later than 11:00AM I. CHANGES/MODIFICATIONS The following changes/modifications are hereby made to the solicitation documents: A. In Part V, Specifications, Section 10, entitled “Personnel Requirements”, paragraph 4, delete in it’s entirety the following sentence “Mechanics performing work on Liebert equipment must be factory trained by Liebert with a minimum of EUSA1R and ESC1 or ESC2 level training.” II. BIDDER'S QUESTIONS AND ANSWERS The following information is available in response to questions submitted by prospective Bidders. The
responses should not be deemed to answer all questions, which have been submitted by Bidders to the Port Authority. It addresses only those questions, which the Port Authority has deemed to require additional information and/or clarification. The fact that information has not been supplied with respect to any questions asked by Bidders does not mean or imply, nor should it be deemed to mean or imply, any meaning, construction, or implication with respect to the terms. The Port Authority makes no representations, warranties or guarantees that the information contained herein is accurate, complete or timely or that such information accurately represents the conditions that would be encountered during the performance of the Contract. The furnishing of such information by the Port Authority shall not create or be deemed to create any obligation or liability upon it for any reason whatsoever and each Bidder, by submitting its Bid, expressly agrees that it has not relied upon the foregoing information, and that it shall not hold the Port Authority liable or responsible therefor in any manner whatsoever. Accordingly, nothing contained herein and no representation, statement or promise, of the Port Authority, its Commissioners, officers, agents, representatives, or employees, oral or in writing, shall impair or limit the effect of the warranties of the Bidder required by this Bid or Contract and the Bidder agrees that it shall not hold the Port Authority liable or responsible therefor in any manner whatsoever. Question # 1 a) Do we have to provide an additional parts list for each equipment and include it into the Bid? For example: compressors, transformers, relays, blower section, blower motors, and pumps. b) Do we include these extra parts in our bids? Answer # 1 a. No b. No Question # 2 Is the water treatment equipment located at the Teleport location in Staten Island (2 Advantage Controllers & 9 chemical feed pumps) owned by the NY/NJ Port Authority? Answer # 2 No. Question # 3 a) There is no total volume provided for Glycol nor does it specify which type of glycol would need to be furnished (ethylene or propylene). How many gallons of glycol do you want covered in the proposal in the event of a leak or the need to replace glycol? b) What type of glycol and percentage is required? c) Would a price per gallon be acceptable instead of bidding glycol volumes that might not be used. Answer # 3 If any Glycol were to be needed during the term of the Contract it would be compensated for under Part III, Section 8, entitled “Extra Work”. Question # 4 Please confirm a weekly site visit is required for Water Treatment. Answer # 4 Please refer to Part V, Section 3, “Routine Maintenance”. Question # 5 Where in the bid is the cost of the filters captured? Is it in the $100,000 +/- for materials? Answer # 5 See Part IV, Contractor’s Pricing Sheet “A”. Question # 6 The specified Liebert certification is no longer available. What certifications will be accepted that are currently available? Answer # 6 See above Part I, “Changes/Modifications”, Item A. Question # 7 Other than cleaning supplies, oil, greases and other lubricants, what is considered incidental materials and what’s their value? Answer # 7 Please see Part V, Specifications, Section 7, entitled “Replacement Materials, Parts and Equipment”. Question # 8 What is the value of the existing contract?
