AERIAL SEEDING LAKEVIEW DISTRICTThe Bureau of Land Management, Oregon State Office is issuing this Sources Sought Notice to find potential sources for a one (1) Firm-Fixed-Price Commercial Items Services Contract for Aerial Seeding Services for Lakeview District BLM, Oregon.Information received in response to this Notice will help the Government determine:1. Which type of small business set-aside, if any, will be utilized when soliciting for the contractAll businesses are invited to respond to this Notice.This Notice is relative to the North American Industry Classification System (NAICS) 115310, Support Activities for Forestry. The Small Business size standard for NAICS 115310 is $11.5 million. The Product Service Code (PSC) is F002, Natural Resources/Conservation- Aerial Seeding.Aerial Seeding Services will include transportation and care of seeds, and application of seed at a specified uniform rate while minimizing over spray outside of designated boundaries.All project areas are

located within BLM¿s Lakeview District.Contract Type: The proposed contract is anticipated to be a Firm-Fixed-Price Commercial Items Services Contract with a period of performance of September 1, 2024-March 30, 2027.Information requested: Please provide responses to any or all of the following:Capability Statement: Vendors having the ability to provide the requirements are encouraged to submit a statement, not to exceed five (5) pages, documenting their capabilities of meeting all of the requirements listed above, to include:- Facilities requirements for the operation of the source,- Recent corporate experience in fulfilling this type of requirement, and,o Company name and address, to include email address(s) and URL(s),o Point of Contact (POC) name,o POC telephone number and email address,o Organizational Commercial and Government Entity (CAGE) code,o Organizational Unique Entity Identifier (UEI) number,o Business size status for the applicable NAICS code,- Ability to provide Aerial Seeding ServicesIf your firm cannot provide all of the listed services, please identify which will be provided by your firm directly and which would be subcontracted. (Note: FAR 52.219-14 requires that 50% of the cost of contract performance incurred for personnel shall be expended for employees of the concern, or of a similarly situated concern (i.e. small business of the same type).)Any organization responding to this Notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Interested vendors are instructed to provide only the data requested in this Notice. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information or provide feedback to respondents with respect to information submitted. After reviewing responses received, a synopsis, a pre-solicitation notice or solicitation may be published to the Government Point of Entry (GPE), System for Award Management (sam.gov) website.No proprietary, classified, confidential, or sensitive information should be included in responses.Disclaimers and Important Notes: This Notice is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Responses to this Sources Sought will not be returned. Not responding to this sources sought notice does not preclude participation in any future and potential solicitation.
