Added:Feb 26, 2019 7:35 pm P-834 SEAWOLF CLASS SERVICE PIER EXTENSION, NAVAL BASE KITSAP BANGOR, SILVERDALE, WASynopsis:This procurement is for the design-bid-build (DBB) construction of Military Construction (MCON) project P-834 SEAWOLF Class Service Pier Extension, Naval Base Kitsap Bangor, Silverdale, WA. This procurement uses the source selection procedures in accordance with FAR Part 15, and will be solicited utilizing unrestricted full and open competition in accordance with FAR 6.1.Source Selection procedures will be used with the intent to award a firm-fixed-price construction contract to the responsible Offeror whose proposal, conforming to the Request for Proposal (RFP), offers the best value to the Government, using the Best Value (BV) tradeoff source selection process.The BV tradeoff process is being utilized because it may be in the Governmentâ€TMs best interest to consider award to other than the lowest price Offeror or other than the highest technically rated
Offeror.This project constructs a 520 foot x 68 foot single level, reinforced concrete, general purpose submarine berthing pier extension to the existing service pier, with pier-side utilities, communication systems, and two 580 square foot concrete floating camels. The pier extension includes engineered piles and caps to support the pier deck, a fixed crane with a minimum capacity of 25 Tons, equipment pads, mobile cranes, and utility buildings. The project also reconfigures and adds to the existing wave screen attenuation system and modifies the existing small craft berthing at the service pier.Additionally, the project constructs a low-rise compressor building on the pier for new tool air compressors and breathing air compressors and alters an existing building to accommodate new and existing lift stations, sewage equipment, storm drainage, industrial wastewater services, and provides a new emergency generator.The project will be located at Naval Base Kitsap Bangor in Silverdale, WA. The estimated total contract price range, in accordance with DFARS 236.204, is between $100,000,000 and $250,000,000.This procurement shall be in accordance with Buy American clauses FAR 52.225-11 and 12. The firm needs to be able to demonstrate knowledge, current relevant qualifications, experience, bonding, and the capability to perform a construction contract similar to the scope indicated.The Government intends to evaluate proposals and award without discussions. Selection for award will be based on evaluation of the following:Factor 1 – ExperienceFactor 2 – Past PerformanceFactor 3 – SafetyFactor 4 – Technical SolutionFactor 5 – Small Business UtilizationPriceTHE SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY.The RFP will be posted on the Federal Business Opportunities (FBO) website at www.fbo.gov, and the Navy Electronic Commerce Online (NECO) https://www.neco.navy.mil/ on or about March 20, 2019. No hard copies will be provided. IT IS THE CONTRACTORS RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION. Prospective Offerors MUST register on the website. Plan holders lists will not be faxed and will be available only at the website listed above.No reimbursement will be made for any costs associated with this announcement, attending pre-proposal conferences or any follow-up information requests.Results of Sources SoughtThis project was previously solicited under solicitation N4425518R9000.The Sources Sought for N4425518R9000 was posted under solicitation N4425517MKTG6 on FBO and NECO on August 29, 2017 with a due date of September 13, 2017. The sources sought requested responses from interested prime contractors and statements of capabilities. The Government received a total of two responses from small business concerns. An analysis was made of the responses, and the respondents could not be considered qualified based on the submissions. The sources sought analysis was provided to the SBA with the DD 2579 documentation. Additionally, the Government performed various searches on the dynamic small business search website to identify potential capable small business. As a result of the market research, the contracting officer has determined there is not a reasonable expectation of obtaining offers from two or more responsible small business concerns in accordance with FAR 19.502-2.The Activity Small Business Office concurs with this decision. Solicitation N4425518R9000 was cancelled on September 21, 2018, prior to award, due to insufficient funds. The formal notification of the cancellation of solicitation N44255-18-R-9000 stated the Government may re-issue a new solicitation for this project.The project is now being solicited under solicitation N4425519R0002. The Government again performed various searches on the dynamic small business search website to identify potential capable small business. The results of these recent searches support the initial determination that there is not a reasonable expectation of obtaining offers from two or more responsible small business concerns in accordance with FAR 19.502-2.The Contracting Officer has determined the previous Sources Sought information obtained and the resultant analysis to be applicable for solicitation N4425519R0002.The Activity Small Business Office concurs with this decision.
