Intent to Sole Source Doosan CNC VMC and CNC Turning Center Orangeburg-Calhoun Technical College April 15, 2024 In accordance with Section 11-35-1560(a) of the SC Consolidated Procurement Code, and Section 19-445.2015 of the SC Code of State Regulations, Orangeburg-Calhoun Technical College intends to enter into a sole source contract for: Doosan SVM 4100 CNC VMC and The Doosan Lynx 2100MA CNC Turning center Description of the Agency need that this procurement meets: Orangeburg Calhoun Technical College is currently in the process of upgrading the machine tool technology program to a modern industry standard with a focus on replicating industry 4.0 methodologies with basic mechatronics automation. The program will be moving to a larger building with the plans to expand the capabilities of hands-on training. A variety of new machinery brands are planned for the new labs. OCtech intends to purchase a Doosan SVM 4100 CNC VMC and The Doosan Lynx 2100MA CNC Turning center from Ellison
Technologies. Doosan machines are in the top 5 most widely used CNC brand machines in today’s modern manufacturing, Doosan brand machines have gained popularity simply due to being economically affordable, durable, offer Fanuc controllers, training material and are automation friendly. The most important factors that set them apart from others is the service support Ellison offers. Their service department is quick to respond to end users’ questions and highly trained, also very dependable. Description of market research Agency performed to determine the availability of products or services that would meet the Agency’s needs. Doosan SVM 4100 CNC VMC and The Doosan Lynx 2100MA CNC Turning center have become the Industries top choice of mid-grade CNC machines. Local Industry is currently using Doosan machines and our goal is to prepare students with the skills to become successful. OCtech currently does not have the ability to teach Fanuc control CNC logic because we have no Inventory with Fanuc controllers. Fanuc has been the Industry leader in CNC controller logic covering 78% of the world market. Our local Industry leaders are utilizing Fanuc Macro Programming logic to simplify operator Input, streamline their process, reduce cycle-times, and increase productivity. Local industry desperately needs a local source for Fanuc CNC programming training and support. A quote has been obtained from Ellison Technologies, which is the only supplier in the Southeast US. Description of supplies, construction, information technology, and/or service Vendor will provide under the contract: Doosan SVM 4100 CNC VMC and The Doosan Lynx 2100MA CNC Turning center Detailed explanation why no other vendor’s supplies, construction, information technology, and/or services will meet the needs of the Agency: The college has found that Ellison Technologies is the Sole Source distributor for DN Solution machine tools in the Southeast United States. No other resellers are allowed in this area. This notice will be posted in the South Carolina Business Opportunities (SCBO) as required by SC Code 11-35-1560. PROTESTS: If you are aggrieved in connection with the intended award or award of the contract, you may be entitled to protest, but only as provided in Section 11-35-4210. To protest an award, you must (i) submit notice of your intent to protest within five (5) business days of the date this notice is posted, and (ii) submit your actual protest within fifteen days of the date this notice is posted. Days are calculated as provided in Section 11-35-310(13). Both protests and notices of intent to protest must be in writing and must be received by the appropriate Chief Procurement Officer within the time provided. The grounds of the protest and the relief requested must be set forth with enough particularity to give notice of the issues to be decided.
