Residential Solid Waste Removal Services

ELIGIBILITY OF CONTRACTOR:                        At the request of the Owner, all proposers may be required to submit documentation for review and evaluation, a brief financial history of the bidder’s company (the most recent CPA certified audit may be sufficient), a brief summary of projects completed similar to this proposed project and a list of references shall be requested. The Owner may also conduct any investigations it deems necessary to determine the proposer’s performance capabilities. LICENSE DURATION:             Minimum of five (5) years; Owner also requests a proposed alternative of ten (10) years. CONTRACT DOCUMENTS:   See Section 2. The Town Council of Gila Bend passed Ordinance 18-04 on 11-27-18 mandating garbage, trash, or refuse disposal for every person owning, occupying or in control of a dwelling unit within the corporate town limits. Exhibit “A” of the ordinance is attached. SECTION 2 – PROJECT SCOPE OF WORK PROPOSAL SCOPE:   The TOWN of GILA BEND, Arizona desires to License a Firm to provide Solid Waste Removal Services to the Town for a Period of five (5) years with options to Ten (10) years. The conditions of the License will be the basis of the firm's Proposal. The Town Council desires to license ONE firm to provide Solid Waste Removal Services to residents. The Licensed Contractor will collect, dispose, and recycle all material including bulk trash/green waste and provide other services as the market dictates. The Town Council desires to provide Policy Guidance regarding Rate Increases and be responsible for contract monitoring only.   SERVICES – PROPOSALS REQUESTED:  Proposers will provide initial pricing for the services listed below and operational proposals/pricing including equipment to be utilized and specific manning requirements.  Proposal alternatives based on best practices are encouraged.   One (1) original and three (3) copies to be delivered to the Town. A.  Residential: First Year cost per month to residential customers for one time (1x) curbside refuse service. First Year cost per month to residential customers for one time (1x) curbside recyclable service. B.  Bulk Waste : The Town of Gila Bend owns and operates a facility, “Well Station #4”, where residents are allowed         to deliver (non-household) solid waste for disposal. Provide an adequate number of six-yard bins and twice a week (2x) service to store at least 160 cubic yards per week of Bulk Waste. Bulky Goods not placed by residents in six-yard bins will be stored in an enclosure. When the enclosure reaches capacity, applicant will provide a 40-yard Drop Box Container at the facility. Applicant will transport to a landfill. Identify cost per ton in excess of 350 facility tonnage per calendar year. C. NEGOTIATED CONTRACT PROVISIONS : A listing of Services to be provided. Procedures for handling complaints. Annual Contract review of rates and issues.
