Added:Feb 08, 2019 11:26 am The Eastern Region Acquisition Division (ERAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA is soliciting quotes, on behalf of the NOAA Fisheries, Northeast Fisheries Science Center (NEFSC) of the National Marine Fisheries Service (NMFS).The Northeast Fisheries Science Center (NEFSC) is seeking a vendor to provide services and equipment to support training trips aboard a commercial fishing vessel. The required training vessel gear type is for a trawl vessel. NEFSC plans to conduct a minimum of three (3) at-sea training trip sessions using two (2) trawl vessels within the FSB Observer Certification Courses, and three (3) Safety Training opportunities, four (4) hours each. Though most training sessions will require two (2) vessels, the actual number of vessels per training session may be one (1) or two (2) dependent upon the class size. This requirement is expected to result in a single award Firm-Fixed-Price contract. The
period of performance of this Contract is for a Base Period of one-year and four (4) one-year Option Periods.The RFQ will be solicited as a 100% Total Small Business Set-Aside. The applicable NAICS Code is 483112, Deep Sea Passenger Transportation, which has a corresponding size standard of 1500 Employees. The solicitation and proposed fixed-price contract will be issued utilizing FAR Part 12 and FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items. The Award will be made to the quoter whose quote meets all Specifications and solicitation requirements and is determined to be the best value, by an integrated assessment of price and other evaluation factors listed in the Request for Quotation (RFQ). The anticipated award date is February 2019. Hard copies of the RFQ will not be issued. It is incumbent upon vendors to monitor FEDBIZOPPS for the release of the RFQ, Statement of Work, and all subsequent amendments. To be eligible for award, quoters must be registered in the System for Award Management (SAM) database at www.sam.gov; quoters must also obtain a Data Universal Numbering System (DUNS) number and provide it with the quote. All responsible sources may submit a quote, which shall be considered by the agency.
