management services. The Construction Manager shall act as NYCEDC’s Construction Manager and will lead a “Construction Team” to provide demolition, code expediting and compliance, cost estimating, and other construction related services for the Project. The Construction Manager will be responsible for all Construction Services, including but not limited to: overall Project coordination; community outreach; related engineering services; coordination of contract documents; permitting from relevant Agencies, cost estimating and value engineering. In addition, the Construction Manager shall act as a construction manager (CM at Risk) and hold all Subcontracts that it procures. Funding for this project is being provided under the FEMA Public Assistance Program, Hurricane Sandy Disaster DR-4085-NY, funding sources requires that the Consultant (and subsequently contractors and subcontractors) separate cost estimates/design fees and construction costs into separate categories titled; reconstruction, codes and standards, and hazard mitigation. Consultant and contractors/subcontractors will also be required to separate costs in this manner in a schedule of values for the projects. NYCEDC plans to select a consultant on the basis of factors stated in the RFP which include, but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, experience and quality of any subcontractors proposed, demonstrated successful experience in performing services similar to those encompassed in the RFP, and the proposed fee. It is the policy of NYCEDC to comply with all federal, state and City laws and regulations which prohibit unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status and other protected category and to take affirmative action in working with contracting parties to ensure certified Minority and Women-owned Business Enterprises (MWBEs) share in the economic opportunities generated by NYCEDC’s projects and initiatives. Please refer to the Equal Employment and Affirmative Compliance for Construction Contracts Addendum in the RFP This project has Minority and Women Owned Business Enterprise (“M/WBE”) participation goals, and all respondents will be required to submit an M/WBE Participation Proposal with their response. Kick Start Loans facilitates financing for short-term mobilization needs such as insurance, payrolls, supplies and equipment.
