Opportunity Summary
The State of Oregon, acting by and through the Department of Administrative Services ("DAS"), Enterprise Goods and Services, Procurement Services ("DAS PS"), on behalf of the Oregon Health Authority, Oregon State Hospital ("Agency" or "OSH"), is issuing this Request for Proposal to procure a computerized maintenance management system ("CMMS" or "Solution").
Agency is seeking to replace its current legacy CMMS system with a commercial off-the-shelf ("COTS") CMMS Solution, which will:
1) Document, schedule and monitor preventive and corrective maintenance activities;
2) Track costs (e.g., repairs, projects, supplies and materials)
3) Manage assets (e.g., purchase date, warranty, parts, specifications);
4) Maintain inventory control (e.g., janitorial supplies, hospital goods) including first in, first out ("FIFO") inventory valuation and real time transactions capabilities; and
5) Provide electronic checklists that
are adaptable to the standards of The Joint Commission for environment of care and life safety elements of performance.
The CMMS Solution may be either:
1) Category 1: a non-cloud, configurable Solution, hosted by the Contractor at the Agency's premises or hosted by the Contractor at the Contractor's premises; or
2) Category 2: a configurable cloud SaaS Solution. Software as a Service (SaaS) refers to a subscription-based services model in which the Contractor bears all responsibility for supporting the solution, including hardware and software. SaaS may or may not be hosted in the cloud. SaaS could be hosted at the Contractor's premises. Likewise, some solutions that are hosted in the cloud are not subscription-based and would not be considered SaaS.
Agency does not intend for a Contractor to build a new technology solution but does recognize that some minor customization may be required.
DAS PS anticipates the award of one Contract resulting from this RFP. The initial term of the Contract is anticipated to be four (4) years with options to renew.
