Added:Dec 12, 2018 2:46 pm Project No. 542-15-204 Construction PhaseRenovate Building 1 Ground Floor East & 3rd FloorACQUISITION INFORMATION:THIS OPPORTUNITY IS AVAILABLE ONLY TO SERVICE DISABLED VETERAN-OWNED SMALL BUSINESSES. Service Disabled Veteran-Owned Businesses (SDVOSB) must be verified by The Center for Veterans Enterprise, ( CVE ). This acquisition is conducted in accordance with FAR Part 36 & 14, Invitation for Bid (IFB).Project 542-15-204, The project consists of a renovation of the east half of building 1, ground floor for the relocation of the Dental Suite as well as the Health Administration Services (HAS) Department, including demolition and rebuild of all mechanical, fire protection and electrical, data/voice systems serving this portion of the building. The project also includes total renovation of the 3rd floor of building 1 for use by the Office of Quality Improvement (QI) and Flexible Office space. All Information Technology (IT) systems in these areas will be
replaced with new updated systems to include all wiring, racks and jacks.The Contractor shall furnish all labor, equipment, materials, supplies, travel, supervision, etc. in accordance with contract specifications and drawings to renovate the ground floor s east wing and full third floor, approximately 17,000 square feet, of building 1 at the VA Medical Center in Coatesville, Pennsylvania. Building 1 is a 77,350 square foot brick building originally constructed in 1930 consisting of five (5) floors: basement, ground floor, first floor, second floor, and third floor with attic. The project will be phased between the work on the ground floor as well as the work on the third floor with the ground floor being the first phase and the third floor being the second phase to begin at a later date determined by the VA.This work includes, but is not limited to, asbestos/lead paint abatement, fire sprinkler and alarm demolition and replacement, demolition and construction of interior walls, demolition and construction of associated plumbing infrastructure and fixtures, demolition and construction of associated HVAC utilities, demolition and construction of all interior finishes in the effected spaces, demolition and installation of electrical systems and data/voice systems, all required Infection Control Risk Assessment (ICRA) barriers, air filtration, dust mitigation, etc., and demolition and construction of any associated equipment in accordance with contract specifications and drawings. Demolition and construction also includes, but is not limited to work in ceilings above and below the effected floors for demolition and construction of plumbing, electrical, fire protection & alarm, and HVAC utilities. All work in areas outside the east ground floor and third floor shall be coordinated with the Contracting Officer s Representative (COR) prior to the start of construction and may require after hours work to accommodate existing occupants. Building 1 is to remain occupied and functioning during construction. All necessary shut-downs and/or interruptions to any utilities shall be coordinated with the COR prior to the start of construction.The solicitation documents and drawings will be available for download from the website https://www.fbo.gov on or about January 4, 2019. Information concerning the pre-bid site visit will be included in the solicitation. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and updates. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings, and subsequent amendments, if any. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. It is essential that interested parties register on the contractors mailing list at https://www.fbo.gov, "Interested Vendor List". Individual copies of the Bidder s Mailing List WILL NOT be prepared nor distributed by the Contracting Officer. The solicitation amendments issued to the IFB will be posted to the website and bidders are advised it is their responsibility to obtain and acknowledge all amendments. Paper copies of amendments will NOT be individually mailed.In accordance with VAAR 836.204, the magnitude for this procurement is between $2,000,000 and $5,000,000 and NAICS Code 236220 with a small business size standard of $36.5 million. Information concerning Bid due date/Bid Opening will be included in the solicitation. All interested contractors must ensure that their firms have the ability to provide 100% Performance and Payment Bonds and a 20% Bid Guarantee.The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation. Award of this contract is subject to the availability of FY19 funds. The maximum time for completion of the project is 456 calendar days after receipt of Notice to Proceed. To be considered for award, all prospective contractors MUST be registered in the System for Award Management (SAM) Database at www.sam.gov , MUST be in compliance with VAAR 819.7003 and meet the CVE SDVOSB verification requirements per www.vetbiz.gov, and MUST meet OSHA/EPA requirements.
