ADVERTISEMENT FOR A/E REQUEST FOR PROPOSALS Pursuant to Alabama Act No. 2001-956, Auburn University seeks proposals from qualified professionals licensed in the State of Alabama to consult with Auburn University in the development of full facility program requirements, overall phasing plan, and the provision of basic architectural and engineering (A/E) services for the “Auburn University College of Education New Facility (AU Project Number: 18-538). Qualifications: Applicants will be selected on the basis of professional qualifications and successful experience with similar full service engagements. Applicant firms must clearly demonstrate a considerable body of successful experience with similar or closely-related facility types. Professional and proficient experience in developing the program needs for a higher-education, multi-functional new facility; developing comprehensive analyses and assessments of existing site conditions; and developing effective and creative alternative
solutions is essential. Applicants must demonstrate successful experience in delivering fully integrated facilities in a functional, economical, and effective manner. Applicants must provide documented success for professional, thorough, accurate and timely management of design processes; and document production. Project Description: The proposed location for the College of Education New Facility is an existing surface parking lot on Auburn University’s main campus on P.O. Davis Drive, west of the Poultry Science Building and north of the OIT Building. The new building will enhance the College of Education student experience by providing modern and collaborative classrooms, instructional laboratories, research spaces, up-to-date technology, effective support for the students, and administrative spaces for faculty and staff. The new facility will also consolidate College of Education departments that are currently dispersed through various buildings into one facility. This consolidation is essential to facilitating a strong college identity and collaboration between departments. A study for the new facility has been completed by the Auburn University Office of the University Architect to identify and document the College of Education’s potential space needs. The selected design team will provide full programming services sufficient to define all required spaces and sizes (net square feet) and the total building area calculations (gross square feet); develop building design options to comply with applicable building codes as well as the Auburn University image and character guidelines and design and construction standards; provide an estimated cost of construction for the project at each submittal design service; and propose a full project schedule. The design of the project is anticipated to be complete within 14 months (including programming through bidding) and the construction to be complete by the start of the 2021 Fall Semester. A shortlist of firms to be interviewed will be developed by Friday, January 11, 2019, with in-person team interviews for A/E selection on Tuesday, January 22, 2019 and Wednesday, January 23, 2019. Services from the design team will include: 1. Programming and conceptual design services. Deliverables to include written program documentation and graphic representations (2D and 3D) for the proposed building design. 2. Verifying and documenting existing site conditions – including but not limited to commissioning land surveys, geotechnical services (subsurface investigations), and other site analyses. 3. Site Design of the immediate adjacent area that will surround the new building. 4. Full design services (A through E) as defined in the Alabama Building Commission Manual. 5. Coordinating and working with the Owner’s Construction Manager (CM-Agent) from Programming through Bidding. The CM-Agent will manage the project’s schedule and budget on behalf of the Owner. The design team will manage the design. 6. Coordinating and working with the Owner’s Commissioning Agent. 7. Coordinating and working with the Owner’s Prime Electrical Service Provider. 8. Coordinating and working with Auburn University’s in-house groups (e.g. OIT AV classroom design group) as required. 9. Sustainability certification services. In selecting the most qualified firm, Auburn University will be guided by the Manual of Procedures, 2001 Edition, prepared by the Alabama Building Commission.
