VHA Reginal Procurement Office (RPO) 2 is currently conducting a market survey for qualified firms capable of providing service requiring Boiler Tubes Repair. The North American Industry Classification Systems (NAICS) is 238220. If a solicitation is issued, it will be announced onGSA E-buy website http://www.fbo.gov at a later date, and all interested parties mustrespond to that solicitation announcement separately from the responses to this announcement.VA New Jersey Healthcare System151 Knollcroft RoadLyons, New Jersey 07939 STATEMENT OF WORKGENERAL INFORMATIONCONTRACT TITLE:Replace Leaking and Cracked Boiler TubesBACKGROUND:The VA NJ Healthcare System performs Annual Cleaning and Inspection on all boilers. Whenever deficiencies are found they must be corrected to keep the Boiler Plant operating in a safe reliable manner. Due to the complexity, cost and amount of work involved, the deficiencies may need to be performed by an outside contractor. This work must be awarded and corrected expeditiously to keep all boilers in our plant performing at 100% capability. SCOPE OF WORK:The Contractor shall provide all labor, personnel, equipment, tools, materials, parts and supervision required to remove and replace the defective boiler tubes, inclusive of any and all associated work on the tube sheet face of #1 and #5 Clever Brooks 700 HP fire tube boilers located in Building 14 at the Lyons Campus of the VA New Jersey Health Care System.TASK 1: Ensure all boilers being worked on are locked out and tagged out by VA Staff. Contractor will ensure their own locks are in place where required to ensure the safety of their personnel. Remove and Replace all defective tubes as identified by the Boiler Inspector. There are currently 10 boiler tubes that have been identified for replacement.TASK 2: When repairs have been completed the VA NJ Healthcare System will make ready the boilers for Hydrostatic testing by completely filling the boilers with feedwater. The boiler will be hydrostatically tested to 90% of the lowest safety valve setting which is set at 130 PSI. VA personnel will perform the hydro test with contractors in attendance.All materials must be in compliance with the manufacturers current published specifications in addition to conforming to these specifications and shall conform to all Federal and State regulations in effect at the time of manufacture.All materials shall be new and of current production. The manufacturer s standard warranty for 12 months shall apply. The Contractor shall guarantee all materials furnished for a period of one (1) year from the date of delivery if such materials are not included in the manufacturer s standard warranty. This guarantee shall include defective materials, when replacement becomes necessary due to defective materials or workmanship, all labor and material shall be furnished by the Contractor at no cost to the VA.PERIOD OF PERFORMANCE: Working hours are from 7:00 am-4:00 pm Monday-Friday except on federal holidays. A schedule will be set upon contract award by the point of contact (POC) or Contracting Officers Representative (COR) if one is appointed. The work will be completed no later than 15 days after receipt of award.EVALULATION CRITERIA:QualificationsContractor must be authorized to use the Repair Symbol of The National Board of Boiler and Pressure Vessel Inspectors . A copy of the Certification of Authorization must be submitted with the bid. All welders must be certified, the proper records of welder qualification tests must be submitted to the VA NJ Healthcare System Chief of Operations before commencement of any work.
